Tentative dates for Norfolk Southern railroad crossing closures announced

The City of Goshen’s Engineering Department announced during Thursday’s Board of Works meeting a tentative timeline for the upcoming railroad crossing closures by Norfolk Southern.

The City’s engineering department has been in communication with Norfolk Southern since the city was notified last week and will continue to stay in contact throughout this project. The City will continue to provide any updates on closures via the City’s website and social media.

Residents can also find which crossings will be closed via the City’s road closures GIS map.

Update on upcoming Norfolk Southern crossing closures

Last week, the City of Goshen informed residents that Norfolk Southern plans to close several crossings throughout the month of July to install new rails with an approximate start date of July 8th. The work is now expected to begin on Tuesday, July 9th, or Wednesday, July 10th, and will continue through Wednesday, July 31.

Norfolk Southern will work from North to South, starting with the Lusher Avenue crossing in Elkhart. Below is an updated list of impacted crossings. Each crossing is expected to be closed for 1-4 days, and rail crews are expected to cover 2-4 miles per day.

Road Closure at 412 & 414 N. Riverside St. between Division St and Wilkinson St. 

 

The City of Goshen Water and Sewer Department will be installing a sewer tap at 412 & 414 N. Riverside St. between Division St and Wilkinson St. The work will require excavation of the road, with a trench that will be approximately 14 feet in depth. 

For the safety of the work crews and the public, the city will close N. Riverside St. between Division St. and Wilkinson St to traffic starting at 12:00 P.M. on Tuesday, 05/28/2024. The road will reopen for traffic on Friday evening 05/31/2024. 

Expect Closures at Crossings

Norfolk Southern has begun rail replacement ahead of schedule in Goshen. Closures will continue working West to East and North to South. Norfolk-Southern’s crews anticipate re-opening each crossing the same day it is closed. See the table below for an estimated schedule of closures for this week.

Work will continue in approxitmately one month for NS crews to finish paving.

Crossings at College Ave., Plymouth Ave., Reynolds Street, Purl Street, Greene Road, and Peddlers Village should be open by the end of the day Monday, May 6. Crossings between College Avenue and Plymouth may be closed until Tuesday, May 7. If possible try to utilize Kercher Road and Lincolnway East / US 33 for travel Monday evening but expect delays on Kercher Road Tuesday. Madison Ave will also be open Monday and Tuesday as an alternative route.

The city will provide ongoing updates as they become available.

Lane closure on Main St. and College Ave.

As part of the Goshen College Westlawn Renovation project, the designated right-hand turn lane on Main Street at College Avenue will be closed starting this Tuesday, April 9th. Vehicles continuing north and those turning east onto College Avenue will both use the same lane. The lane restriction is expected to last approximately two months. Please be mindful of potential traffic delays in this area and plan your commute accordingly.

N. Indiana Recycling Drop-Off Center to Be Closed September 14 and 15

On Thursday and Friday, September 14 and 15, the section of N. Indiana Avenue between the railroad tracks and Wilden Avenue will be closed for road reconstruction (note: these dates are weather-dependent). During this time the N. Indiana Recycling Drop-Off Center will be closed to the public. Please plan accordingly to drop off recyclables before or after the road project. The City of Goshen appreciates everyone’s patience and cooperation as we work to improve this section of roadway.

Over the next two weeks, the City of Goshen and its contractors will need to close sections of roadways to complete projects. Additionally, NIPSCO Gas will need to close several sections of roadways to relocate existing utilities and install new utilities. These road closures are weather-dependent and may shift as needed. Updates will be posted to the City’s interactive Road Closure Map.

The City of Goshen projects are:

  1. A one-day closure for College Avenue between Brinkley Way East and County Road 31 on Wednesday, August 30th.
  2. A three-day closure for N. Indiana Avenue between Wilden Avenue and the railroad tracks beginning on Tuesday, September 5th to the 7th. For more information on this asphalt project visit https://goshenindiana.org/asphalt-replacement-.

The NIPSCO Gas projects are :

  1. A one-day lane restriction next to the County Courthouse Project on Reliance Road on Monday, August 28th (the road will be open but with flaggers to direct traffic).
  2. A three-day road closure for Peddlers Village Road from Elkhart Road (US 33) to Reliance Road from Wednesday, August 28th to Friday, September 1st.
  3. An overnight road closure for Reliance Road from Peddlers Village Road to Elkhart Road (US 33) from Tuesday, September 5th to the 6th.

ROAD CLOSURES

The following roads and bridges will be closed in the coming days for inspections and construction:

Jefferson Street will be closed from Fifth to Main streets starting 7 a.m. Tuesday, Sept. 27, until Friday, Sept. 30, for the replacement of damaged concrete in the roadway, sidewalk and alley approach.

Elkhart County will close down Indiana Avenue Bridge, which goes over the Elkhart River, on Tuesday, Sept. 27, from 8:30 a.m. to 12:30 p.m. to perform a fracture critical inspection required by the Indiana Department of Transportation.

New Street will be closed from Pike to Wilkinson streets beginning at 7 a.m. Wednesday, Sept. 28, for the replacement of damaged concrete panels in the roadway.

The Lincoln Avenue Bridge, which goes over the Elkhart River, will be closed from 8 a.m. Oct. 4, to 8 a.m. Oct. 7, to seal the concrete deck with epoxy coating.
