Asphalt Replacement
The City of Goshen is committed to keeping roads smooth, safe, and functional. Our streets do more than help us get where we’re going. They connect us as a community. Asphalt replacement plays a key role in maintaining that connection by extending the life of our roadways and improving travel for everyone.
Goshen inspects and rates the condition of city streets every two years using a 1 to 10 scale. Streets rated 8 to 10 are in good condition, 5 to 7 in fair condition, 3 to 4 in poor condition, and 1 to 2 in failed condition.
The City’s Pavement Management Plan guides the maintenance of 146.6 miles of roadway. It supports cost-effective decisions that preserve pavement and improve overall road conditions. Goshen’s goal is to reduce the number of streets rated 1 to 4 (poor or failed) from 70 percent to 30 percent over the next 20 years.

Asphalt Paving Phase A: What to expect in 2025
The first phase of paving will begin in late May 2025 and continue through August 2025. The following streets are scheduled to be paved during this phase:
- Abbington Court
- Ashburn Drive – From Keystone Drive to Berkshire Drive
- Berkshire Drive – From Dierdorff Road to Ashburn Drive
- Crosshaven Court
- W. Hackett Road – From SR 15 to Johnston Street
- High Park – From SR 15 to Gra-Roy Drive
- Johnston Street – From Michigan Avenue to SR 15
- Kercher Road – From Supreme Court to just east of Century Drive
- Keystone Drive – From the roundabout to US 33
- Leana Drive – From Lucerne Drive to Regent Street
- Mayflower Place – From High Park Avenue to Westwood Road
- Wakefield Circle
- Wilden Avenue – From the west end of the WWTP to the east end of the cemetery
- Woodward Place – From Gra-Roy Drive to High Park Avenue
