BOIL ORDER

NOTE: This boil order was issued on Tuesday, Oct. 27, 2020.

On Tuesday October 27, 2020, the water main was shut off to repair along S. 24th Street, between Lincoln Avenue and Dykstra Street; a boil order is being issued when water comes back on. The Indiana Department of Environmental Management requires the Water Utility to issue a boil water order for the affected area.

First sample will be taken October 27, 2020. Once two (2) consecutive water samples have been taken 24 hours apart and analyzed for the presence of bacteria and are found to be absent of bacteria, the boil order will be lifted. Notice of the boil order cancellation will be distributed via a customer flier to the affected areas. For further information or to report specific service concerns, please call Ana at the Goshen Water Department at 534-5306.

City water within the affected area should not be consumed without first following prescribed boiling procedures. The water remains safe for bathing, laundry, and restroom facilities. Cleaning dishes with a dishwasher is acceptable if it has a sanitizing cycle. Hand washed dishes should be rinsed with boiled or bottled water.

PARK RESTROOMS CLOSED FOR THE COLD SEASON

The Goshen Parks and Recreation Department has closed a portion of the City Parks’ restrooms that are not heated for the fall/winter season. The following is a list of facilities that will remain open throughout the season:

Heated Restroom facilities:

  • Abshire Cabin, 1302 E. Lincoln Ave.
  • Shanklin Park Warming Building, (near pond), 411 W. Plymouth Ave.

Portable Restroom locations:

  • Shoup Parsons/Goshen Dam755 Fair Oaks Dr.
  • Pumpkinvine Trail, near CR 28
  • Oakridge Park Area, Wilden Ave. Trail at 1st St.
  • Fidler Pond Park, 1424 Lincolnway E.
  • Rieth Interpretive Center, 410 W. Plymouth Ave.
  • Rogers Park, 102 Chicago Ave.

SATURDAY ROAD CLOSURE: EAST LINCOLN AVENUE

Both lanes of East Lincoln Avenue will be closed east of Steury Avenue to Blackport Drive on Saturday, October 17, 2020. The closure will allow construction crews to install water main across the road at N. 20th, N. 21st, and N. 23rd Streets.

The detour for westbound traffic will be Blackport Drive, Monroe Street, and Logan Street. The intersections at 22nd Street and S. 21st Street and access to businesses and residences will remain open to local traffic only.

UPDATE FROM ELKHART COUNTY HEALTH DEPARTMENT

The following message is from the Elkhart County Health Department:

Elkhart County is in the middle of a large, troubling spike in the number of Covid-19 cases. We have seen a steady increase in new cases since the middle of September, and there is no sign of a leveling off or a decrease in these cases. We actually are almost at the same level we were at when we were a national “hot spot.” This is community spread coming back to exact a terrible toll on the people of this county—both in terms of illness and in death. Both of our local hospitals are full, and are very concerned about how best to deal with more Covid-19 illness.

Our neighboring counties are also seeing unwelcome increases in the amount of Covid-19. It appears some people are thinking we no longer need to wear masks, distance, wash hands, or stay home when sick. Most of us are tired of living with the changes the coronavirus has required us to make, and want to take a break from all that. However, the coronavirus is not tired of us! It continues to spread to susceptible people, causing illness in both those with pre-existing conditions and in otherwise young, healthy people. Many county residents are unaware that pandemics are typically measured in years, not in weeks, months, or seasons. The development of an effective vaccine is our chance to cut that time shorter.

I urge everyone to strengthen your resolve to make this community a safe place to live, and to protect those most defenseless to the effects of the coronavirus infection. Keep doing the things that have proven to work in the past in this county and elsewhere:

  • Wear a cloth face covering when in public places, even if outdoors and unable to maintain 6 feet distance from others.
  • Wash your hands often, or use hand sanitizer.
  • Keep 6 feet distance from others not in your household, even when outside.
  • Stay home if you are ill.

If you are exposed to someone who has Covid-19, or are feeling ill, even if the symptoms are mild, get tested. Testing is essential to getting the spread of the virus down, and keeping it down.

Pursuant to the provisions of the Open Door Law and Indiana Code § 5-14-1.5-6.1(b)(2)(D), this is a notice that the Goshen Community Relations Commission will need to change the time and date of their monthly meeting to October 14, 2020 at 6:30 p.m., due to a scheduling conflict. The meeting will be held in the Council Chambers, 111 E. Jefferson St. Goshen, IN

ROAD CLOSURE: EAST LINCOLN AVENUE

East Lincoln Avenue is closed at Blackport Drive today Thursday, October 8, 2020, to allow NIPSCO crews to work on a broken gas line.

The line was broken during construction for the new water line along Lincoln Avenue. After review of the broken gas line by NIPSCO, it was determined no evacuations are needed at this time.

However, NISPCO crews do not want traffic between N. 20th and Abshire Park. Local traffic still has access. NIPSCO estimates the road will reopen late this evening. The portion of the road closed will not reopen until midnight.

The road closure does not affect eastbound traffic, as it is already being detoured. The detour for westbound traffic is Blackport Drive to Monroe Street to Logan Street and back to Lincoln Avenue.

ANNUAL FIRE HYDRANT FLUSHING

Goshen Utilities will start the fall hydrant flushing program beginning Monday October 5th, 2020, through Friday October 9th, weather permitting.

From Monday, October 5th through Friday October 9th, we will be flushing during daylight hours from 8:30 a.m. to 3:30 p.m. in the upper pressure zone, which is everything northeast of U.S. 33 and the Norfolk Southern tracks.

Also on Monday, October 5th, we will start our night time flushing from 9 p.m. to 6 a.m. between North Greene Road heading west to the city limits and between the Norfolk Southern tracks to the city limits south.

On Tuesday, October 6th, we will start flushing from 9 p.m. to 6 a.m. between Cottage Avenue and 10th Street between the Norfolk Southern tracks south to the city limits, and between Lincolnway East and the Norfolk Southern tracks heading east to the city limits.

On Wednesday October the 7th, we will start flushing from 9 p.m.to 6 a.m. between Pike Street and the city limits south and between North Greene Road and Cottage Avenue.

On Thursday October 8th, from 9 p.m. to 6 a.m. We will be flushing between Norfolk Southern and the city limits to the south, between North Greene Road to the city limits to the west.

We ask that you avoid doing laundry on the day we are close to your home, due to the rust that we are removing from the water mains. If you do have a problem with your laundry, please call us and we will have some special soap for you.

The line was broken during construction for the new water line along Lincoln Avenue. After review of the broken gas line by the Goshen Fire Department and NIPSCO, it was determined no evacuations are needed at this time.

However, Lincoln Avenue will remain closed until the line is repaired, which is estimated to be by midnight tonight.

The detour route is Blackport Drive to Monroe Street to Logan Street and back to Lincoln Avenue.

East Goshen local traffic can still use Dykstra Street and 22nd Street

REMINDER: LAST BRUSH PICKUP IS SEPTEMBER 28

The last brush pickup of the year will begin September 28, 2020.

During scheduled brush collections, the Street Department will make only one pass through the city to pick up brush. Please have your brush by the front curb, but not in the street, by that first day in the morning at 7 a.m. Brush will not be picked up in alleys. The piles of brush should be trash-free. Crews cannot access the piles if blocked by vehicles.

RAILROAD CROSSING CLOSURES

Norfolk Southern will be closing the railroad crossings at N. Cottage Avenue and E. Monroe Street from Monday, Sept. 28 to Wednesday, Oct. 7. Both crossings might not be closed at the same time, but Norfolk Southern has not specified exact dates or timeframes for when each crossing will be worked on.
