Tenth Street Reconstruction

The City of Goshen is currently designing the reconstruction of Tenth Street from Jackson Street through the intersection of Reynolds Street. This project will include full right-of-way reconstruction from Plymouth Avenue to Reynolds Street, including curb and gutter, storm sewer, dedicated on-street parking, and sidewalk. The water main will be replaced from Jackson to Plymouth, and new replacement water service lines will be offered up to the home.  

 

April 2024 

Construction Schedule Update

Niblock Excavating has finished the underground storm retention system and will begin work on 10th Street on April 2nd. A new storm system will be installed on 10th Street, and the sanitary sewer and water main will be replaced. The road will be fully reconstructed. New water services will also be run to each house. The dates below are current estimates:

  • April – July: Phase 1 will include 10th Street from Jackson Street to Douglas Street.
  • July – October: Phase 2 will include 10th Street from Douglas Street to Reynolds Street.
  • October 2024: Project Completion: Surface paving, pavement striping, and wrap-up work from Jackson Street to Reynolds Street.

What to Expect During Construction

Parking

Residents will need to park off the alley when 10th Street construction is occurring on their block. For properties with no alley access, the contractor will maintain access; however, there will be times when parking in front of the house will not be available. Please alert Goshen Engineering or the Resident Project Representative if you have concerns about parking.

Mail Delivery

At all houses where the road is closed due to construction, mail will be delivered to a temporary mailbox bank, located on Douglas Street, at the location shown below:

Dates for Temporary Mailbox Delivery:

  • April 2nd – July: All houses on 10th Street between Plymouth Avenue and Douglas Street
    • This may also include 714 S 10th Street, 718 S 10th Street, and 724 S 10th Street
  • Late April – July: All houses on 10th Street between Jackson Street and Plymouth Avenue
  • July – October: All houses on 10th Street between Douglas Street and Reynolds Street
    • This will, at times, include 623 S 10th Street, 612 E Reynolds, 702 E Reynolds, and 710 E Reynolds

What to Expect During Construction

School Bus Routes

Goshen Community Schools will notify those families within the road closure areas, directing them to alternate student pick-up/drop-off locations.

Trash Collection

For all houses on 10th Street where the road is closed due to construction, the contractor will collect bins and place them in a separate location for Borden to pick up. Please place trash bins near the street on 10th Street by 12PM the day before trash pickup (usually 12PM on Mondays).

The contractor will return the bins to each house after trash is collected.

Brush Collection

Within the road closure area, please place any brush for the monthly City collection in the normal location – in the yard at the edge of the street (but not in the street). If Street Department crews cannot access your yard, the construction contractor will move the brush.

New Water Services

  • The EPA is requiring that lead and galvanized water services be replaced.
  • As part of this project, water services will be replaced all the way into the house.
  • The City will be contacting each property owner to obtain a right-of-entry agreement to install water services on private property.
  • Plumbers working on the project, as well as City staff, will need to enter basements and crawl spaces to plan for and complete the new water services. This will be scheduled with each resident in advance.
  • An interruption in water service will occur when the new water service is connected, but it should last no more than 1 workday.
