ROAD CLOSURE: OLIVE STREET AT LINCOLN AVENUE

Olive Street is expected to be closed just north of Lincoln Avenue next week beginning Tuesday, February 16, through Friday, February 19 . NIPSCO is working to relocate a gas main in this area, and crews will need to remove and excavate underneath the roadway.

Traffic will be detoured onto Steury Avenue to avoid the road closure.

NIPSCO expects that Olive Street will need to be closed in the same area again in the coming weeks. A notification will be sent out when dates are known.

POWER SURGE AND OUTAGE

NIPSCO is working to restore power on homes affected on the 400 block of Westwood Road and 700 block of Fair Oaks Drive.

Goshen water utility was working in the 400 block of Westwood Friday morning, Feb. 12, when a power line was hit. This caused a power surge for residences on the two blocks of Westwood Road and Fair Oaks.

The Goshen Fire Department immediately responded to ensure everyone in the area was safe.

The City has contracted L&M Electric to make any necessary repairs and is working with NIPSCO to make sure the infrastructure is safe before power is restored to each resident.

If any residents in the affected area experience any electrical issues, please contact the City.

NOTICE FOR REQUESTS FOR PROPOSALS FOR CLEANING OF WELL #14 SCREEN, GRAVEL PACK, SURROUNDING FORMATION

The City of Goshen is soliciting sealed proposals for the Cleaning of Well #14 Screen, Gravel Pack, Surrounding Formation.

Specification Documents may be obtained from the Goshen Legal Department at 204 East Jefferson Street, Goshen, Indiana 46528 (574-537-3820). The City shall not be responsible for documents obtained from any other source.

A proposal must be submitted in accordance with the Instructions and all contractual terms and conditions that are included in the Specification Documents.

Sealed proposals must be received by the Goshen Legal Department, 204 East Jefferson Street, Suite 2, Goshen, Indiana 46528, no later than Friday, February 26, 2021 at 1:00 p.m. local Goshen time.

In addition to cost, proposals will be evaluated based on whether the proposed offeror is responsible, and if the offeror’s proposal is responsive.

COLD WEATHER NOTICE

Goshen Water Utility customers should pay close attention to their water systems over the next few days as temperatures drop into the single digits and below. Although recent excavations have only shown the frost depth to be 1 foot deep, the frost depth will drive deeper with the predicted daytime and nighttime temperatures.

Goshen Utilities has already been contacted by several customers that have experienced water leaks due to broken outside spigots. To prevent this problem at your home or business, remember to remove all hoses and attachments from your outside spigots. For structures that do not have frost-free spigots, customers should shut the spigot’s isolation valve off inside the home and then briefly open the spigot handle to drain any water trapped between the shutoff valve and the spigot.

After buttoning up the water system outside, customers should evaluate other freezing points in their home and make sure adequate precautions are being taken. Some ideas on precautions to be taken are:

1. Keep your heat on and the temperature constant
2. Insulate pipes
3. Open cabinet doors when there is plumbing on outside walls
4. Seal cracks on openings
5. Drip water from your interior faucet
6. Close the garage door to keep heat inside your structure.

A little effort now will save you from plumbing repairs, property damage, and a higher utility bill.

GOSHEN SEEKING COMMUNITY INPUT ON ARTS AND CULTURE

The City of Goshen and the Goshen Arts Council are seeking valuable community input on ways to improve the arts and culture scene here.

With plans to continue building new programs that will enhance the arts and culture landscape in Goshen, City staff and artists are turning to residents for suggestions on how best to create a positive impact through arts and culture through a short survey.

Residents within City limits who complete the survey will be entered to win one of three private movie screenings for 25 people at the historic Goshen Theater. The beautiful, newly renovated space is equipped to play a film of the winner’s choosing. Complimentary pop and popcorn will be included.

“The strength in Goshen’s arts culture comes from our diverse community of artists and residents interested in making our home a better place to live,” Mayor Jeremy Stutsman said. “We want to continue supporting this important work by collecting ideas from the community at large and helping implement them.”

In December 2020, the City of Goshen was one of four cities in Indiana that received the coveted Spotlight Community recognition from the Indiana Arts Commission (IAC) — and this year, the City is preparing to apply for the state Cultural District Designation.

An Indiana Cultural District is a well-recognized, labeled, mixed-use area with unique, authentic art and cultural identity. Each district is a statewide leader in cultural development.

The IAC provides project funding for designated Indiana Cultural Districts, facilitates statewide collaboration through the Indiana Cultural District Consortium, and provides other capacity-building opportunities for cultural district leadership.

“A Cultural District Designation would allow the City to pursue funding for artistic endeavors and programming for all residents, strengthening the community’s quality of life,” Goshen Arts Council Program Director Adrienne Nesbitt said. “This work is important for future planning on arts services and programs in Goshen. I am excited to see what feedback we receive and hope the community is just as excited to see what comes next.”

Notice of Adoption

To the taxpayers of the City of Goshen, Indiana:  You are hereby notified that on January 19, 2021, the City of Goshen, Elkhart County, Indiana, pursuant to notice heretofore given, and under and by virtue of IC 6-1.1-41-1 et seq. and IC 36-9-15.5-1 et seq., duly adopted a plan whereby a Cumulative Capital Development Fund was established to provide for all uses as set out in IC 36-9-15.5-2.  The fund will be provided for by a property tax rate of Five Cents ($0.05) on each One Hundred Dollars ($100) of taxable real and personal property within the City of Goshen beginning in 2021 payable in 2022 and thereafter, continuing until reduced or rescinded.

Fifty (50) or more taxpayers in the City of Goshen who will be affected by the tax rate and corresponding levy may file a petition with the Elkhart County Auditor not later than noon thirty (30) days after the publication of this notice setting forth their objections to the proposed cumulative fund.  Upon the filing of the petition, the County Auditor shall immediately certify the same to the Department of Local Government Finance, at which point the Department of Local Government Finance will fix a date for and conduct a public hearing on the proposed cumulative fund before issuing its approval, disapproval, or modification thereof.

The Goshen Redevelopment Commission is soliciting proposals to purchase real estate located at 2601 Woodland Drive, Goshen, Indiana. Written proposals must be submitted to Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste. 6, Goshen, IN 46528 on or before 12:00 p.m. on Tuesday, February 9, 2021. The proposals will be opened at the Redevelopment Commission meeting at 3:00 Tuesday, February 9, 2021. The meeting will be held at the Goshen Police & Court Building in the City Court Room/Council Chambers, 111 E. Jefferson St., Goshen.

All proposals shall meet the requirements set forth in the solicitation. A proposal submitted by a trust (as defined by IC 30-4-1-1(a)) must identify the beneficiary of the trust and settlor empowered to revoke or modify the trust. The City reserves the right to waive (but is not required to waive) any inconsistency between any proposal submitted and the requirements contained in the solicitation.

Notice of Public Hearing on Proposal to Establish the Annual Tax Rate for the City of Goshen Cumulative Capital Development Fund

The Goshen Common Council will hold a public hearing at its meeting on January 19, 2021 at 6:00 p.m. at which City of Goshen taxpayers may be heard concerning a proposal to establish the annual tax rate for the Cumulative Capital Development Fund.  The hearing will be held in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen.

The Cumulative Capital Development Fund as authorized under the provisions of Indiana Code §§ 6-1.1-41-1 et seq., Indiana Code §§ 36-9-15.5-1 et seq., and city ordinance, may be used for any or all the purposes specified by Indiana Code § 36-9-15.5-2.  The proposed tax will be levied on all taxable property within the City of Goshen and will not exceed Five Cents ($0.05) on each One Hundred Dollars ($100) of assessed valuation.  The proposed tax will be levied beginning with 2021 taxes payable in 2022.

Following the public hearing, the Common Council will consider a proposed ordinance to establish the annual tax rate for the Cumulative Capital Development Fund.  If the Common Council passes and adopts the proposed ordinance, the City of Goshen will publish a notice of adoption. 

At least fifty (50) City of Goshen taxpayers may file a petition with the Elkhart County Auditor not later than noon thirty (30) days after the publication of the notice of adoption stating their objections to the establishment of the annual tax rate for the Cumulative Capital Development Fund.  If a valid petition is filed, the Auditor shall immediately certify the petition to the Indiana Department of Local Government Finance (DLGF), and the DLGF shall schedule a hearing on the petition.

The proposal to establish the annual tax rate for the Cumulative Capital Development Fund is subject to approval by the DLGF.

NEW YEAR’S EVE AND NEW YEAR’S DAY

All City offices will close at noon Thursday, December 31, and will be closed all day Friday, January 1 in observance of New Year’s Day.

Trash collection services will be normal on New Year’s Eve, off on New Year’s Day, and delayed by a day afterward.
