LANE RESTRICTION: THIRD STREET

Northbound Third Street will be one lane from Main to Washington Street, and the entrance to Parking lot B off Third Street will be closed until construction is complete beginning Monday, Oct. 15.

The work to be performed includes the removal and replacement of the drive approach to City Parking Lot B, modifying the center median to allow for access to relocated drive approach, modifying the center median at Third and Jefferson streets to allow left turns for northbound traffic, and restriping Third Street to reduce northbound Third Street to a one lane, northbound road, and to add a turn lane at Jefferson.

Work begins Oct. 15 and is expected to be completed by Oct. 31.

2018 FALL HYDRANT FLUSHING

Note: The following message is from Water Department Superintendent Kent Holdren.

Goshen Utilities will start the fall hydrant flushing program beginning Monday October 8, 2018, through Friday October 12, weather permitting.

From Monday, October 8 through Friday October 12, we will be flushing during daylight hours from 8:30 a.m. to 3:30 p.m. in the upper pressure zone, which is everything northeast of U.S. 33 and the Norfolk Southern tracks.

Also on Monday, October 8, we will start our nighttime flushing from 9 p.m. to 6 a.m. between North Greene Road heading west to the city limits and between the Norfolk Southern tracks to the city limits south.

On Tuesday, October 9,   we will start flushing from 9 p.m. to 6 a.m. between Cottage Avenue and 10th Street between the Norfolk Southern tracks south to the city limits, and between Lincolnway East and the Norfolk Southern tracks heading east to the city limits.

On Wednesday October 10, we will start flushing from 9 p.m.to 6 a.m. between Pike Street and the city limits south and between North Greene Road and Cottage Avenue.

On Thursday October 11, from 9 p.m. to 6 a.m. We will be flushing between Norfolk Southern and the city limits to the south, between North Greene Road to the city limits to the west.

We ask that you avoid doing laundry on the day we are close to your home, due to the rust that we are removing from the water mains. If you do have a problem with your laundry, please call us and we will have some special soap for you. If you have any questions or concerns contact our office at 534-5306.

GOSHEN WINS AIM GREEN COMMUNITIES PROJECT OF THE YEAR AWARD

We have been working hard over the last several years to build community.  We have been working on roads, finances, neighborhoods, diversity, city departments, our business community and our environmental impact. 

I had the honor of accepting the AIM Green Communities Project of the Year Award, a state wide award for our community acknowledging the impact we have made in the environment through our many  solar projects.  This award is possible because of the residents, businesses, MACOG (Leah Thill) and the city who worked together investing in our future. 

Goshen earned the Gold level certification from SolSmart, making us the 40th community in the United States to earn this honor.  We soon after started our Solarize process to help get the best pricing possible for solar installations.  (Solarize was a joint process between Napannee, South Bend, and Goshen).

The City of Goshen now outranks many of the well known “Solar Cities.,” (i.e. Phoenix, San Francisco, L.A., Sacramento) This ranking is created by looking at solar output per person.

Pedestrian Railroad Track Closure


The City received notice this morning that Norfolk Southern will be removing the Marion Line railroad pedestrian crossing at Washington Street.

The work will begin today at 11 am, and the crossing is anticipated to be back in place by this weekend, weather depending.

Since this is part of the walk route for Goshen School, students should be advised to avoid this crossing. Because Ninth Street is partially under construction between Madison Street and Washington Street, the alternate walk route for students should be Cottage Avenue.

FIFTH STREET ADVANCED WARNING SIGN

The Board of Works voted for the City to install a right turn-only sign on the corner of N. Fifth and Clinton streets for northbound traffic. The sign will alert drivers in advance of Pike Street so they can turn on Clinton if they need to. The Indiana Department of Transportation will be placing no left-tun signs at N. Fifth and Pike streets in the near future.

BICYCLE AND PEDESTRIAN CROSSING ON 15TH STREET

The Goshen Board of Works approved the recommendations from the Traffic Commission to make the following changes to 15th Street:

  • Changing the striping from the typical two parallel white lines to the “Continental” striping to make the crossing more visible to motorists.

Example of “Continental” striping.

  • Replacing the pedestrian warning signs with bike/pedestrian warning signs.
  • Adding additional advanced bike/pedestrian warning signs 125 feet in advance of the crossing.
  • Adding “Cross Traffic does not Stop” underneath both bike/pedestrian stop signs for both directions.
  • Reducing the speed limit from 40 mph to 30 mph from Eisenhower Drive to College Avenue.

Now that the Board of Works has voted on the Traffic Commission’s recommendations, the City Council will vote on whether to reduce the speed limit on 15th Street from Eisenhower Drive to College Avenue.

REMINDER: PUBLIC MEETING AT RIETH INTERPERTIVE CENTER

Date and Time of Meeting: Tuesday, October 2, 2018 at 5:30 p.m.

Place of Meeting: Rieth Interpretive Center, 410 West Plymouth Avenue, Goshen, Indiana

The Goshen Parks & Recreation Department is hosting a public meeting to discuss and gather feedback from residents in preparation to update the Parks Master Plan. This plan will serve to guide future park and recreation improvements and operations.

The community meeting will allow residents to share ideas and visions about Goshen’s parks, trails, recreation facilities and programs. We are seeking public input to develop a guide that will best serve our community. All residents and stakeholders are invited to attend.

OCTOBER COUNCIL MEETINGS

The Goshen City Council normally meets the first and third Tuesday of the month. This month, however, the council will not meet tomorrow Tuesday, Oct. 2, and instead will meet Tuesday, Oct. 9 at 7 p.m. A meeting is tentatively scheduled for Oct. 16 but may be canceled.

EPA in Goshen to Investigate Groundwater Contaminants Detected at the North Wellfield

In 2016, the Indiana Department of Environmental Management (IDEM) performed a groundwater source investigation to determine the path of flow for cis-1,2- dichloroethene identified in the North Wellfield’s finished water. Routine testing indicated a slight increase in the contamination from 1.3 parts per billion (ppb) in 2013 to 4.8 ppb in 2016. As a general reference, the drinking water maximum contaminant level (MCL) for cis-1,2- dichloroethene is set at 70 ppb before additional water treatment is required. To be clear, finished drinking water provided to residents and businesses in the City of Goshen meet all federal Safe Drinking Water Act standards. IDEM’s 2016 groundwater testing proved inconclusive on the contaminant’s path of travel and additional funding was needed to investigate the issue further. In August 2017, IDEM conducted additional groundwater sampling in an effort to identify possible sources. In October 2017, the City of Goshen sent a letter of support to IDEM to pursue Superfund listing for cleanup assistance.

To further evaluate the site for possible Superfund listing, IDEM’s site investigation program, with funding assistance from the U.S. Environmental Protection Agency (EPA), began drilling
its first deep well on Monday, Sept. 17, 2018 to supplement the 2017 sampling. The work plan
called for testing six groundwater wells at the North Water Plant and for installation of five deep
sampling wells strategically placed around the wellfield. Sampling from the new wells was
completed on Wednesday, Sept. 26, 2018. IDEM and the U.S. EPA will make a final determination for listing based on sample results.

As the groundwater investigation progresses, the Goshen Water Utility has increased the water testing frequency at the wellfield for the contaminant of concern. The additional testing will provide assurances the finished water supplied to the water system remains safe. Customers interested in changes in Goshen’s water quality are encouraged to obtain a copy of the Water Utility’s Consumer Confidence Report (CCR) published annually. Copies of the report are mailed to each customer, and are currently available in the Goshen Utility Billing Office at 203 S. Fifth Street and on the City’s website.
