The City of Goshen Offices will be closed on Thursday, November 28, and Friday, November 29, for the Thanksgiving Holiday.

The Goshen Parks & Recreation Department is hosting a public meeting Monday, February 18, 2019 at 5:30 p.m. to gather feedback from residents on the draft version of the 2019 – 2023 Parks Master Plan. This plan will serve to guide future park and recreation improvements and operations. The meeting will be held at the Rieth Interpretive Center, 410 W. Plymouth Ave.
Community members are invited to review the draft plan and provide feedback or comments at the public meeting. The draft Parks Master Plan is available for community members to view online at goshenindiana.org/parksmasterplan.
Printed copies are also available at the Rieth Interpretive Center, 410 West Plymouth Avenue.
The Goshen Water & Sewer Department has been monitoring the frost depth continuously to determine whether to issue a freeze warning. Their most recent reading did not indicate a risk of the frost penetrating deep enough to affect the City’s water lines.
However, frozen water pipes are still a risk for many. Homeowners are encouraged to take further precautions by insuring that any exposed pipes are insulated, and by eliminating sources of cold air near water lines. Areas most vulnerable to freezing are basements, crawl spaces, unheated rooms and water lines located in outside walls.
If you do not have water in your home try the following:
Locate the main line that supplies water to the house. This may be located in the basement or crawlspace.
Determine whether the line runs along an exterior wall. Its exposure to cold may be the cause for the lack of water — the pipe may be frozen.
Leave a faucet open in the kitchen or bathroom.
Use a blow dryer on the “hot air” setting to blow hot air directly onto the pipe. It may take a minute or so for the ice to thaw. Check the faucet that was left open to see if there is water running. Do not use an open flame, as it could damage the pipe, pipe joints and could result in a fire.
If the pipe thaws, leave water running in a small stream the size of a pencil lead, at a single cold-water faucet—running water is less likely to freeze.
If, after several minutes, you still have no water, call the Water Department at 534.5306. Check the City of Goshen online and on its Facebook page for updates on freeze warnings.
Borden Waste-Away, Goshen’s contracted trash removal company, will not run on Wednesday or Thursday, Jan. 30 and 31.
Borden will resume their regular schedule with Friday’s pickups, and will collect trash for the missed days on Friday and Saturday.
Residents whose pickup routes are Wednesday and Thursday are asked to place their trash cans out on Friday for collection. Keep in mind it may take until Saturday for Borden to get to everyone.
On Monday, Borden will be back on track with regular scheduled pickups.

A Boil Order has been issued for Lincoln Avenue, between Olive Street and Steury Avenue.
It is recommended that all cooking and drinking water be brought to a complete boil for five minutes before using. Please continue to boil all cooking and drinking water until we notify that is it no longer necessary.
Until the Water Department resolves the problem, they ask that you conserve water and only use what is necessary for household and personal needs.

Lincoln Avenue is closed between Olive Street and Steury Avenue due to a water main break in the area. The road will be closed until further notice. Please use a detour to avoid the area.
Due City offices being closed on Wednesday, Jan 30th and Thursday, January 31st, the Plan Commission filing deadline has been extended to Friday, February 1, 2019 at 4:30 p.m.
The
Goshen Water Utility has determined that a Freeze Warning is unnecessary at
this time. Due to the cold weather, the Utility does, however, suggest residential and commercial Water
Utility customers, who have water lines that are prone to freezing, leave their
water run in a small stream the size of a
pencil lead, at a single cold-water faucet, located inside their home or
business—running water is less likely to freeze.
Residents are encouraged to take further precautions against frozen/burst water lines by insuring that any exposed pipes are insulated, and by eliminating sources of cold air near water lines. Areas most vulnerable to freezing are basements, crawl spaces, unheated rooms and water lines located in outside walls.
In past years the Water Utility issued a Freeze Warning asking for people to take the precaution of running a single faucet; and if the customer contacted the Utility Business Office, their account was adjusted. Because, at this point, the conditions do not require a Freeze Warning, and accounts will not be adjusted. To prevent disruption to service, the Utility will continue to monitor the depth of the local frost line and keep customers informed if further actions become necessary, via local newspapers, Goshen’s web page, goshenindiana.org, and Facebook.
Customers who experience loss of
water service, or a slower than normal water flow due to a frozen water line,
are asked to contact the Water Utility at (574) 534.5306.
The City of Goshen is preparing for the dangerously low temperatures expected to be reached later this week. The following information may be of use for residents as they prepare their homes and neighborhoods for the situation.

City offices will be closed Wednesday and Thursday, with only essential staff working. All City Boards and Commission meetings are canceled for the rest of the week. In Elkhart County, wind gusts are expected to reach 35 mph, with wind chills as low as 45 degrees below zero, from Tuesday evening through Thursday afternoon. Snow is to accumulate more each day.
Per US Occupational Safety and Health Administration (OSHA) standards, non-emergency outdoor work should cease when temperatures reach 25 degrees below zero in situations where wind reaches 20 mph. Click here for more information from OSHA.
Additionally, the National Weather Service reports that travel could be very difficult. Considerable blowing snow could significantly reduce visibility. The hazardous conditions could affect the morning or evening commutes. The dangerously cold wind chills could cause frostbite on exposed skin in as little as 10 minutes.
Mayor Jeremy Stutsman stated, “Please make sure and check on your neighbors over the next few days. It will be essential that we work together as a community to help ensure everyone’s safety. If you are aware of anyone who is homeless or without shelter for another reason please let the City know. With City offices scheduled to be closed Wednesday and Thursday, don’t hesitate to request a welfare check by calling 911. We will check on them and get them to warmth and shelter if they so desired. Frostbite can happen very quickly at these low temperatures so be sure to dress appropriately. If there is a life threatening emergency situation please be sure to call 911 before calling any City offices.”
STREETS: The Goshen Street Department will proceed with their established procedures unless the snow and high wind behaves in unusual ways. City streets are being plowed in order of priority by traffic volume.
PARKING: Wherever possible cars and trucks should not be parked on streets or in alleys. Vehicles should be parked in garages and drives, not in yards. This allows crews to clear their routes more completely and more quickly.
DRIVING: Slow down! Roads may have snow pack, even after plowing. Major streets are sanded and salted more liberally than neighborhood and side streets. Mid-blocks on these streets get less sand/salt than intersections and their approaches. Beware: You can be ticketed for driving too fast for conditions, even if you’re not exceeding the posted limit. When driving, keep your head lights on. During snowfall and drifting snow, plow drivers have low visibility, especially for white vehicles.
Be sure your vehicle is ready by checking that windshield wipers are performing their best; if not, replace them. Brush snow off windows— driving by looking through tiny cleaned spaces is dangerous.
For vehicles with rear wheel drive, add weight to the trunk, (use sand, kitty litter, etc.) and store a shovel in the trunk in case you slide off the road or can help others in this situation.
The Interurban Trolley will offer free fares on all fixed-route trolleys Tuesday, Wednesday and Thursday. Users are able to view real-time updates of Trolley locations by visiting ride.interurbantrolley.com, downloading the Ride Systems app, or by the Ride System text messaging service. Check for estimated arrival times and updates in case of any delays.
SIDEWALKS: Goshen does not have an ordinance requiring property owners to clean their sidewalks, but encourages them to do so voluntarily. That being said, temperatures will dip to dangerously low levels. Property owners are asked to be mindful of the weather and not to over exert themselves when outside. Those clearing sidewalks should take as many breaks as needed, stay hydrated and seek shelter if they feel too uncomfortable in the cold. The Parks & Recreation Department will be cleaning trails, giving priority to routes to schools, but they may take longer to complete their tasks due to the weather.

Open kitchen and bathroom cabinet doors to allow warmer air to circulate around the plumbing.

TRASH COLLECTION: Borden Waste-Away, Goshen’s contracted trash removal company, will not run on Wednesday. As of Monday afternoon, the plan is to delay pickup by one day through the rest of the week. Normal schedules will resume Monday, Feb. 4. That may change if Borden cannot run Thursday. Look for updates at goshenindiana.org or the City Facebook page.
TAKING CARE OF OTHERS: Residents are asked to look after their loved ones and neighbors, particularly the elderly. If you know of anyone in need of a shelter during the day or overnight, contact The Window at 533.9680 or Goshen Interfaith Hospitality Network at 534.2300, respectively. Get pets inside to a warm area. If you are cold at any given time, your pet will be too. This applies to rabbits, horses, ponies, dogs, cats, etc.
The Goshen Environmental Center has closed at noon today due to the weather. We do not have information about whether they will reopen tomorrow.
