TRAFFIC CONTROL: 9TH STREET (UPDATED)

This article was originally posted Wednesday, May 15, with information about the traffic control switch occurring May 20. Work has been delayed by one week.

The contractor is nearing completion of their work on the west side of Ninth Street between Jackson and College, and will be moving over to the east side shortly to start working on the path between the road and the railroad tracks.

Their schedule is dependent on NIPSCO gas relocating their services, but they expect to switch over on Monday, May 27. Traffic will be switched from northbound only to southbound only for about one month until they move to the next phase of construction.

PAVING: WEEK OF MAY 20

Work began last week with the milling of Fifth and Olive streets in Goshen. Today, Olive Street will be paved. Later this week, work will begin on 8th Street from Lincoln Avenue to Madison Street and paving will be done on 5th Street from the Goshen Public Library to the new US 33 overpass.

Reliance Road was milled from US 33 to Peddlers Village Road, and will be open until resumes. The rest of Reliance Road needs to be milled. However, that is in the works of being rescheduled

GOSHEN HIGH SCHOOL ELECTS ZOE EICHORN TO YOUTH ADVISER POSITION

Mayor Jeremy Stutsman will appoint Goshen High School student Zoe Eichorn to the City Council as the new Youth Adviser for the 2019-2020 school year.

Zoe, who is now finishing her junior year, was elected by the student body in an election held Thursday, May 16. She won in a close race with her fellow candidates, Simon Hertzler Gascho, Dylan Steury and Joseph Narayan.

Current youth adviser Felix Perez Diener will continue to serve with the City Council until early June, at which time Zoe will be sworn in as the newest member of the council.

State law allows mayors to appoint a person younger than 18 years of age to serve as a non-voting member to the council and as an adviser on matters concerning the youth. Mayor Jeremy Stutsman has instead encouraged Goshen High School to elect a student to represent them and all the younger constituents in the City. Junior high school students are elected in the spring and serve for a year with the council as a non-voting member.

Since its first planning in 2015, the Elkhart County Voter Registration Office, Goshen Community Schools and the City of Goshen have collaborated to hold elections at the high school.

REQUEST FOR BIDS TO PURCHASE REAL ESTATE

A. The City of Goshen Board of Public Works and Safety is seeking sealed bids for the purchase of property located at 611 N. Second Street, Goshen, Indiana 46528 (Parcel No. Parcel No. 20-11-09-206-004.000-015). The City’s offering price for the real estate is Sixty One Thousand Dollars ($61,000.00) which is based on the appraised value. The sale is subject to the following terms and conditions:

  1. Sealed bids may be submitted to Angie McKee, City of Goshen Clerk-Treasurer, 202 South Fifth Street, Goshen, Indiana 46528 no later than 1:50 p.m. on June 17, 2019. All bids received will be opened at the Board of Public Works and Safety meeting at 2:00 p.m. on June 17, 2019. All bids will be open to public inspection.
  2. A bid to purchase the real estate is in the real estate’s present condition, AS IS.
  3. The use of the real estate must be in conformity with all applicable laws and regulations of any governmental entity or public authority, and must be used in a manner that would not be reasonably offensive to the owners or users of adjoining real estate or would tend to create a nuisance. A bid may NOT be conditioned on receiving a variance or rezoning to permit additional uses.
  4. The purchase price shall be tendered in cash or in other functionally equivalent form at the closing. The person or entity submitting the highest responsive and responsible bid will be required to enter into a purchase agreement incorporating the terms of this Request for Bids and other provisions negotiated. The purchaser shall be responsible for the loss to the real estate beginning on the date of closing.
  5. The real estate will not be sold to a person or entity who owes delinquent taxes, special assessments, penalties, or costs directly attributable to a prior tax sale on a tract of real property listed for tax sale. An agent of the person or entity also is not eligible to purchase the real estate.
  6. A bid submitted by a trust (as defined by IC 30-4-1-1(a)) must identify the beneficiary of the trust and the settlor empowered to revoke or modify the trust.
  7. The City of Goshen reserves the right to waive informalities or irregularities in the selection process. City does not commit to sell the real estate. City reserves the right to accept or reject any bids received, or to cancel the Request.

NOTICE FOR REQUESTS FOR PROPOSALS TO PURCHASE 65706 STATE ROAD 15, GOSHEN, REAL ESTATE

The Goshen Redevelopment Commission is soliciting proposals to purchase 65706 State Road 15, Goshen, Indiana. Informational packages describing the requirements for the proposals may be obtained from Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste 6, Goshen, IN 46528 (574-537-3824).

Written proposals must be submitted to Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste. 6, Goshen, IN 46528 on or before 12:00 p.m. on Tuesday, June 11, 2019. The proposals will be opened at the Redevelopment Commission meeting at 3:00 p.m. Tuesday, June 11, 2019. The meeting will be held at the Goshen Police & Court Building in the City Court Room/Council Chambers, 111 E. Jefferson St., Goshen.

All proposals shall meet the requirements set forth in the solicitation. A proposal submitted by a trust (as defined by IC 30-4-1-1(a)) must identify the beneficiary of the trust and settlor empowered to revoke or modify the trust. The City reserves the right to waive (but is not required to waive) any inconsistency between any proposal submitted and the requirements contained in the solicitation.

SISTER CITY COMMITTEE TO HOLD SECOND INFORMATIONAL MEETING

A second meeting to assess the ongoing interest and future activityin Goshen’s sister city relationship with Bexbach, Germany, has been set. In April the Sister City Committee held an informational meeting. The turnout was strong, and a May 22 follow-up meeting was set. The meeting willstart at 6 p.m.in the Annex Conference Room, 204 E. Jefferson St. Please use the north door for entry to the Annex.

The Sister City relationship enriches the Goshen community with cultural and educational exchanges. More than 1,000 visitors from Bexbach have been in Goshen the past 40 years. About 100 families in Goshen have hosted guests from Bexbach, and mayors from both cities have exchanged visits.

Any additional residents who would like to learn more, or to get involved, are invited and encouraged to attend.

GOSHEN PARKS & RECREATION DEPARTMENT HOSTING TOUCH-A-TRUCK

The Goshen Parks & Recreation Department is hosting a Touch-A-Truck event on Saturday, May 18, from 10 a.m. to 12 p.m. at Shanklin Park, 411 W. Plymouth Ave., in Goshen.

This hands-on event will provide kids with the opportunity to see, touch and explore their favorite big trucks, heavy equipment and emergency vehicles, as well as interact with the community support leaders who operate them. Vehicle types will include those for public service, emergency, utility, construction and more.

The event will feature vehicles from the City of Goshen Police, Fire, Street and Aviation Departments as well as vehicles from the Elkhart County Sheriff’s Department, Indiana Department of Natural Resources, Goshen Community Schools, AG Trucking, Greenmark, Nipsco, Ozinga, Kibby Excavating and Thompson’s Towing.

The Parks Department encourages the public to come learn about the various vehicles and how they benefit our community.

MILLING AND PAVING SCHEDULE

*Please keep in mind that some changes may be made to the schedule due to weather or other unforeseen circumstances.

5th Street milling will be finished today, and will be open after milling is complete until paving.

Tomorrow (May 17), Olive Street will be paved.

The contractors will then pave 8th Street from Lincoln to Madison starting next week.

After 8th street is completed the contractor will then pave 5th Street from the Library to the New US 33 bypass.

LOCAL ALCOHOLIC BEVERAGE BOARD

The City of Goshen is in search of an Alcoholic Beverage Board member. Mayor Jeremy Stutsman will appoint one new member to the board. Applications are due May 31.

The local Alcoholic Beverage Board oversees alcohol permits business in Elkhart County. It is composed of a County Council appointee, a County Commission appointee, one appointee by each mayor of the three cities in the county and an excise officer. The applicant for Mayor Stutsman’s appointment must live in Goshen.
