Notice of Public Hearing for the CR 36 Annexation into the City of Goshen

A Petition for Annexation into the City of Goshen has been filed with the Goshen Common Council requesting the annexation of certain real estate located outside, but contiguous to the corporate limits of the City of Goshen.  This area is identified as the “County Road 36 Annexation Area” and consists of approximately 163 acres of real estate generally located along both the north and south sides of County Road 36, west of County Road 31 and east of the railroad.  The Goshen Common Council will conduct a public hearing on the County Road 36 Annexation at its regular meeting on July 6, 2021 at 6 p.m.  The hearing will be held in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen.  All interested members of the public are invited to attend and will be given the opportunity to testify on the proposed annexation at the public hearing.

NOTICE OF PUBLIC HEARING

Notice is hereby given that a public hearing will be held on behalf of the Goshen Economic Development Commission (“Commission”) at 9:00 a.m. on Tuesday, May 18, 2021, via teleconference as described below, regarding the issuance and funding of revenue bonds (“Bonds”) for the financing of economic development facilities in the City of Goshen.

The proceeds of the Bonds in an amount not to exceed Twenty-five Million Dollars ($25,000,000) will be loaned to Green Oaks of Goshen, LLC (“Borrower”) to provide a portion of the funds to pay the costs of acquisition, design, construction, improvement and/or equipping of the assisted living facilities to be locate in the City at or near 282 Johnston Street, Goshen, Indiana, consisting of approximately 120 assisted living units and certain functionally related improvements (“Development”). The Bonds will be special obligations secured by and payable solely from loan payments paid by Borrower and will not be general obligations of the City.

The Commission will consider whether the acquisition, design, construction and/or equipping of the Development will have an adverse competitive effect on any similar facility already constructed or operating near or in the City. If the Commission shall find for itself and on behalf of the City, that the proposed financing will be of benefit to the health and welfare of the City and complies with the purposes and provisions of Indiana Code § 36-7-11.9 and 36-7-12, the Commission will adopt a resolution approving the proposed financing and the form and terms of financing documents, and shall transmit the resolution to the Goshen Common Council for consideration together with the form of the proposed inducement resolution to be recommended to the Council.

Persons wishing to express their views regarding the Development and the issuance of the Bonds may participate in the hearing as described below or may submit comments in writing. Written comments should be submitted to the Commission at 204 East Jefferson Street, Suite 2, Goshen, Indiana 46528 – Attn: Community Development Director, and should be mailed in sufficient time to be received before the day of the hearing. The Goshen Economic Development Commission will hold a public meeting with public hearing on Tuesday, May 18, 2021 at 9:00 a.m. via teleconference using telephone number 1-855-357-1590, passcode 963009#, regarding the issuance and funding of revenue bonds for the financing of economic development facilities in the City of Goshen. The meeting will then be continued to May 18, 2021 at 4:00 p.m. (in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana) where the public may attend in person before the Commission.

The Goshen Redevelopment Commission will conduct a public hearing at its regular meeting on June 8,
2021 at 3:00 p.m. to determine whether the City of Goshen should dispose of the real estate at 620 East
Douglas Street, Goshen, Indiana. The hearing will be held in the City Court Room/Council Chambers at
the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana. All interested members
of the public are invited to attend and will be given the opportunity to testify on the proposed disposal at
the public hearing.

The Goshen Redevelopment Commission will conduct a public hearing at its regular meeting on June 8,
2021 at 3:00 p.m. to determine whether the City of Goshen should dispose of the real estate at 209 West
Monroe Street and 217 West Wilden Avenue, Goshen, Indiana. The hearing will be held in the City Court
Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen,
Indiana. All interested members of the public are invited to attend and will be given the opportunity to
testify on the proposed sale at the public hearing.

The City of Goshen is soliciting sealed proposals for the purchase of Single Axle Dump Truck.

Specification Documents may be obtained from the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, Indiana 46528 or the Goshen Legal Department at 204 East Jefferson Street, Goshen, Indiana 46528 (574-537-3816).

The City shall not be responsible for documents obtained from any other source.

A proposal must be submitted in accordance with the Instructions and all contractual terms and conditions that are included in the Specification Documents.

No bid security is required to be submitted for this solicitation.

Sealed proposals must be received by the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, Indiana 46528 by 1:45 p.m. (local time) on April 5, 2021. All proposals received will be taken to the April 5, 2021 Goshen Board of Public Works and Safety meeting at 2:00 p.m. to be publicly opened and read aloud. The Board meeting will be held in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana.

In addition to cost, proposals will be evaluated based on whether the bidder is responsible, and if the bidder’s proposal is responsive.

NOTICE FOR REQUESTS FOR PROPOSALS FOR CLEANING OF WELL #14 SCREEN, GRAVEL PACK, SURROUNDING FORMATION

The City of Goshen is soliciting sealed proposals for the Cleaning of Well #14 Screen, Gravel Pack, Surrounding Formation.

Specification Documents may be obtained from the Goshen Legal Department at 204 East Jefferson Street, Goshen, Indiana 46528 (574-537-3820). The City shall not be responsible for documents obtained from any other source.

A proposal must be submitted in accordance with the Instructions and all contractual terms and conditions that are included in the Specification Documents.

Sealed proposals must be received by the Goshen Legal Department, 204 East Jefferson Street, Suite 2, Goshen, Indiana 46528, no later than Friday, February 26, 2021 at 1:00 p.m. local Goshen time.

In addition to cost, proposals will be evaluated based on whether the proposed offeror is responsible, and if the offeror’s proposal is responsive.

Notice of Adoption

To the taxpayers of the City of Goshen, Indiana:  You are hereby notified that on January 19, 2021, the City of Goshen, Elkhart County, Indiana, pursuant to notice heretofore given, and under and by virtue of IC 6-1.1-41-1 et seq. and IC 36-9-15.5-1 et seq., duly adopted a plan whereby a Cumulative Capital Development Fund was established to provide for all uses as set out in IC 36-9-15.5-2.  The fund will be provided for by a property tax rate of Five Cents ($0.05) on each One Hundred Dollars ($100) of taxable real and personal property within the City of Goshen beginning in 2021 payable in 2022 and thereafter, continuing until reduced or rescinded.

Fifty (50) or more taxpayers in the City of Goshen who will be affected by the tax rate and corresponding levy may file a petition with the Elkhart County Auditor not later than noon thirty (30) days after the publication of this notice setting forth their objections to the proposed cumulative fund.  Upon the filing of the petition, the County Auditor shall immediately certify the same to the Department of Local Government Finance, at which point the Department of Local Government Finance will fix a date for and conduct a public hearing on the proposed cumulative fund before issuing its approval, disapproval, or modification thereof.

TO PURCHASE REAL ESTATE LOCATED AT 2601 WOODLAND DRIVE

The Goshen Redevelopment Commission is soliciting proposals to purchase real estate located at 2601 Woodland Drive, Goshen, Indiana. Informational packages describing the requirements for the proposals may be obtained from Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste 6, Goshen, IN 46528 (574-537-3824).

Written proposals must be submitted to Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste. 6, Goshen, IN 46528 on or before 12:00 p.m. on Tuesday, February 9, 2021. The proposals will be opened at the Redevelopment Commission meeting at 3:00 Tuesday, February 9, 2021. The meeting will be held at the Goshen Police & Court Building in the City Court Room/Council Chambers, 111 E. Jefferson St., Goshen.

All proposals shall meet the requirements set forth in the solicitation. A proposal submitted by a trust (as defined by IC 30-4-1-1(a)) must identify the beneficiary of the trust and settlor empowered to revoke or modify the trust. The City reserves the right to waive (but is not required to waive) any inconsistency between any proposal submitted and the requirements contained in the solicitation.
