NOTICE OF REQUEST FOR PROPOSALS

FOR RETROFITTING OF A TVI CAMERA TRUCK’S CRAWLER EQUIPMENT

The City of Goshen has issued a Request for Proposals for the purchase and retrofitting of a TVI camera truck’s crawler equipment and Trade-in of current equipment. The complete Request for Proposals packet may be obtained from the Goshen Clerk-Treasurer’s Office at 202 S. Fifth Street, Goshen, IN 46528.

Sealed proposals must be received by the City of Goshen Legal Department, 204 E. Jefferson Street, Suite #2, Goshen, IN 46528 no later than 4:00 p.m. (local time) on March 25, 2022. The proposals will be opened on the due date. Proposals received by the City after the deadline described will not be accepted nor considered unless the vendor submitting a late proposal shows good cause for submitting a proposal after the deadline.

Dykstra Street Reconstruction Construction Project Public Notice

The City of Goshen (202 S 5th Street Goshen, Indiana 46528) will be submitting a Notice of Intent to the Indiana Department of Environmental Management, a minimum of 10 days from the date of this posting, indicating our intent to comply with the requirements of Section 3.7(a)(2) of the Construction Stormwater General Permit to discharge stormwater from construction and land disturbing activities associated with the reconstruction of Dykstra Street between S 22nd Street and S 29th Street.  Stormwater run-off from the project site will discharge to the wetland area to the south with the potential to flow to Rock Run Creek.  Questions or comments regarding this project should be directed to Jason Kauffman, Goshen Stormwater Department at jasonkauffman@goshencity.com or 574-537-3832.

INVITATION FOR BIDS: Purchase of Ambulance Box and 4X2 Chassis

The City of Goshen is soliciting sealed proposals for the purchase of an Ambulance Box and 4×2 Chassis. Specification Documents may be obtained from the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, Indiana 46528. Sealed proposals must be received by the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, Indiana 46528 by 1:45 p.m. (local time) on January 31, 2022. All proposals received will be taken to the January 31, 2022 Goshen Board of Public Works and Safety meeting at 2:00 p.m. to be publicly opened and read aloud. La Ciudad de Goshen está colaborando con ADEC, Inc. para desarrollar el Proyecto de Sendero Sensorial de Goshen para ayudar a conectar a las personas con discapacidades con los beneficios para la salud y las maravillas de la naturaleza.

La subvención de Conexiones Comunitarias para Personas con Discapacidades (CCPWD por sus siglas en inglés) se ofrece a través de la Oficina de Asuntos Comunitarios y Rurales de Indiana (OCRA), en asociación con la División de Servicios de Rehabilitación y Discapacidad de Indiana (DDRS). La oportunidad de obtener la subvención CCPWD es una subvención en bloque para el desarrollo comunitario que se pone a disposición debido fondos suplementarios de CDBG Coronavirus autorizados bajo la Ley CARES. OCRA ha puesto a disposición $4.9 millones en fondos.

Se otorgó $155,322 para este proyecto. El 100% de los fondos se destina a ayudar a personas adultas con discapacidad. La Ciudad y ADEC Inc. están desarrollando una aplicación habilitada para GPS a la que se accede mediante un teléfono o tableta para conectar a los usuarios con la naturaleza en una experiencia sensorial totalmente inmersiva. La aplicación ayudará a los usuarios a localizar e identificar características naturales únicas, señalar espacios interactivos donde las personas pueden participar en la experiencia sensorial y brindar oportunidades en las que los usuarios puedan aprender, relajarse e involucrar sus sentidos.

El proyecto también está agregando experiencias de la naturaleza en línea que incluyen cámaras estacionarias de naturaleza en vivo para brindar a las personas que no pueden participar en el sendero acceso a los mismos beneficios para la salud mental de las vistas y los sonidos de la naturaleza desde su hogar.

El proyecto está diseñado para beneficiar a personas adultas con discapacidades. Sin desplazamiento.

Public Notice

The City of Goshen is partnering with ADEC, Inc. to develop the Goshen Sensory Trail Project to help connect individuals with disabilities to the health benefits and the wonders of nature.

The Community Connections for People with Disabilities (CCPWD) grant is offered through the Indiana Office of Community and Rural Affairs (OCRA), in partnership with the Indiana Division of Disability and Rehabilitative Services (DDRS). The CCPWD grant opportunity is a Community Development Block Grant made available due to supplemental CDBG Coronavirus funds authorized under the CARES Act. OCRA has made $4.9 million in CDBG-CV funds available.

$155,322 was granted to this project. 100% of the funding goes to serve adult persons with disabilities. The City and ADEC Inc. are developing a GPS-enabled app accessed by a phone or tablet to connect users to nature in a fully immersible sensory trail experience. The app will help users locate and identify unique natural features, pinpoint interactive spaces where individuals can participate in the sensory experience, and provide opportunities where users can learn, relax, and engage their senses.

The project is also adding online nature experiences including stationary live nature cameras to provide individuals who cannot participate on the trail with accessibility to the same mental health benefits of the sights and sounds of nature from their home.

The project is designed to benefit adult individuals with disabilities. No Displacement.

GOSHEN ECONOMIC DEVELOPMENT COMMISSION NOTICE OF PUBLIC HEARING

The Goshen (“City”) Economic Development Commission (“Commission”) will hold a
public hearing (“Hearing”) at 1:00 p.m. on November 9, 2021, in the City Court Room/Council
Chambers, Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana, regarding
the proposed financing of the cost of all or a portion of the construction of infrastructure
improvements, including but not limited to, road, including curbs and sidewalks, sanitary sewer,
water and flood control improvements, together with all necessary appurtenances and related
improvements (collectively, “Projects”) needed to serve the construction of two new RV
manufacturing buildings and one lamination building (collectively, “Facilities”) and costs of
issuance, in or physically connected to the College Avenue Economic Development Area (“Area”);
(ii) the issuance of its Economic Development Revenue Bonds, Series 2021 (College Avenue
Project) (“Bonds”) in the aggregate principal amount not to exceed Ten Million Seven Hundred
Thousand Dollars ($10,700,000) to finance the Projects; and (iii) to consider whether this financing
will have an adverse competitive effect on any similar facilities already constructed or operating
in the City.


The Bonds will be issued by the City pursuant to IC 36-7-11.9, 36-7-12, 36-7-14 and 36-
7-25, and an ordinance to be adopted by the Common Council (“Ordinance”). The Bonds will not
be payable in any manner by taxation, but are proposed to be payable from TIF Revenues (as
defined in the Trust Indenture) and as otherwise provided in the Financing and Covenant
Agreement, the Trust Indenture and the Ordinance related to the Bonds.

Proceeds of the economic development financing will be used for the construction of the
Projects to serve the Facilities to be located at 16629 County Road 36 in the City.

The public hearing is being held pursuant to IC 36-7-12-24. The public is invited to attend
and comment on any of the matters herein noted. Written comments may also be submitted to the
Secretary of the Commission until November 9, 2021 at 12:00 p.m., by delivering such comments
to the office of the Clerk-Treasurer at City Hall, 202 South 5th Street, Suite 2, Goshen, Indiana or
to clerktreasurer@goshencity.com.
