CDBG Annual Action Plan for Program Year 2023

The City of Goshen is preparing the Community Development Block Grant (CDBG) Annual Action Plan for Program Year 2023 (July 1, 2023, through June 30, 2024) and is soliciting public input. The following were identified as priority needs and specific objectives for community and neighborhood development in the City of Goshen for the CDBG Five-year Consolidated Plan (2020-2024):

1. Housing Opportunities
   • Improve owner-occupied housing through rehab
   • Increase quality of rental housing
   • Increase transitional housing options
   • Reduce housing cost burden through higher wage job opportunities and job training
   • Provide permanent supportive housing for chronically homeless
   • Support affordable housing creation and preservation
   • Provide emergency shelter for homeless individuals and families
   • Expand housing options and assistance
   • Maintain and facilitate use of Housing Choice voucher program
2. Access to Services
   • Increase access to affordable healthcare
   • Increase services for mentally ill
   • Support programs for youth
   • Increase access to affordable childcare and early childhood education
   • Support services for elderly and the disabled
   • Support public transportation
   • Provide emergency shelter for homeless individuals and families
   • Provide permanent supportive housing for chronically homeless
   • Support counseling/advocacy for underserved populations
   • Increase access to substance abuse prevention and treatment
   • Support life skill development, including job training
   • Support nutrition programs and food assistance
3. Neighborhood Revitalization
   • Improve owner-occupied housing through rehab
   • Remove blighted residential properties
   • Address issue of vacant/foreclosed houses
   • Increase quality of rental housing
   • Support public infrastructure projects
   • Repair/replace existing sidewalks
   • Support neighborhood parks

For Program Year 2023, the City of Goshen expects to fund program activities in the following areas: public services, owner-occupied housing rehabilitation, multi-unit housing, homeownership assistance, program planning and program administration.

The City will hold a public hearing to review Program Year 2022 and to solicit input for the 2023 Annual Plan on Friday, January 20, 2023, at 9:30 AM in the Annex Building Conference Room at 204 E. Jefferson Street. Non-English speaking persons and others needing special assistance to participate in the hearing process should contact the City as soon as possible.

PLEASE TAKE NOTICE that the Stormwater Board of the City of Goshen Department of Stormwater Management Board will conduct a public hearing on November 21, 2022, at 2:00 p.m. in the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, IN, 46528. 

The purpose of the public hearing is to receive public comment concerning an amendment of Ordinance No. 4624, as amended, in order to amend and increase the stormwater user fees as follows: $22.05 per year per ERU as of January 1, 2023; $29.10 per year per ERU as of January 1, 2026; and $36.10 per year per ERU as of January 1, 2029.

The amendment of the Ordinance is available for public inspection at the Engineering Department, 204 East Jefferson Street, Suite 1, Goshen, IN 46528.  Interested members of the public are invited to attend the public hearing and to comment upon the Ordinance amendment.

Written comments may also be submitted prior to the hearing to Jason Kauffman, Stormwater Coordinator, 204 East Jefferson Street, Suite 1, Goshen, IN 46528. The Board of the City of Goshen Department of Stormwater Management may then act upon the Ordinance following the public hearing.

Pursuant to the provisions of the Open Door Law and Indiana Code 5-14-1.5-5, the Goshen Community Relations Commission public meeting scheduled for Monday, Oct. 10, 2022 at 7 p.m., has been rescheduled to Thursday, Oct. 6, 2022 at 7 p.m. The meeting will be held in the Court Room/Council Chambers at the Goshen Police and Court Building, 111 East Jefferson Street, Goshen, Indiana.

The City of Goshen Board of Public Works and Safety is soliciting sealed offers for the purchase of four (4) 2023 Hybrid Pursuit SUV(s) and the option to purchase up to four (4) additional Pursuit Hybrid SUV(s) at the same per unit price.

Ordinance 5121, An Ordinance to Establish Rules and Regulations for the Use of Electric Foot Scooters and Shared-Use Electric Foot Scooter Operators, was passed by the Goshen Common Council on May 16, 2022, and approved and adopted by Mayor Stutsman on May 16, 2022. Ordinance 5121 establishes rules and regulations for the use of electric foot scooters in the City of Goshen, enforceable by an ordinance violation, and also establishes a licensing program for shared-use electric foot scooter operators. Ordinance 5121 is available for inspection in its entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth Street, Goshen, Indiana.

Ordinance 5120, An Ordinance Amending Ordinance Number 3757 and Ordinance Number 4702, to Allow Flexibility in Licensing and Registering of Electrical and Mechanical Contractors, was passed by the
Goshen Common Council on May 16, 2022, and approved and adopted by Mayor Stutsman on May 16,

Ordinance 5120 requires individuals acting in the capacity of an Electrical Contractor, Class A Mechanical Contractor or Class B Mechanical Contractor in the City of Goshen to be licensed with the City
and registered with the Goshen Building Department. Ordinance 5120 is available for inspection in its
entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth
Street, Goshen, Indiana.

The Surplus Property is being sold “AS IS, WHERE IS” with no warranty, express or implied, including
any implied warranty of merchantability or fitness for a particular purpose. A bidder shall make its own
inspection of the Surplus Property and rely solely upon the bidder’s observation in deciding to submit a
bid. A bidder shall not rely upon any representation or statements made by any City employee or agent.
Interested parties may inspect the Surplus Property on Saturday, April 2, 2022 from 9:00 a.m. to 12:00
p.m. (local time) at the Goshen Street Department at 475 Steury Avenue, Goshen or by calling Central
Garage at 574-534-3703 to schedule an appointment.

Sealed bids must be submitted in accordance with the instructions and the terms and conditions that are
included in the Bid Documents. Reserve prices have been placed on the Surplus Property. City will not
collect any sales tax on any Surplus Property sold.

until 1:45 p.m. (local time) on April 11, 2022. All bids received will be taken to the April 11, 2022 Board

Pursuant to the provisions of the Open Door Law and Indiana Code 5-14-1.5-5, the Goshen Redevelopment Commission will hold a public meeting on Tuesday, May 19, 2020 at 1:00 p.m. at the City Courtroom/Council Chambers, 111 East Jefferson Street, Goshen, Indiana.

Ordinance 5114, An Ordinance to Establish Rules and Regulations for Cemetery Properties in the City of
Goshen, Indiana, was passed by the Goshen Common Council on January 18, 2022 and approved and
adopted by Mayor Jeremy Stutsman on January 18, 2022. Ordinance 5114 prohibits any person from
entering or remaining on Cemetery Property after Cemetery Properties are closed to the public. Ordinance 5114 also prohibits a person from possessing or consuming any alcoholic beverage on any Cemetery Property in the City of Goshen. The City may enforce a violation of this ordinance pursuant to Indiana Code § 34-28-5, as amended from time to time, and the City of Goshen Ordinance Violations Bureau.
