Ordinance 5120 requires individuals acting in the capacity of an Electrical Contractor, Class A Mechanical Contractor or Class B Mechanical Contractor in the City of Goshen to be licensed with the City
and registered with the Goshen Building Department. Ordinance 5120 is available for inspection in its
entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth

(“Surplus Property”) for sale to the public by sealed bids:

Detailed information on the Surplus Property is available in the Bid Documents which can be obtained
from the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, IN 46528 or on the City’s
current Bidding Opportunities portal at https://goshenindiana.org/bidding-opportunities.

The Surplus Property is being sold “AS IS, WHERE IS” with no warranty, express or implied, including
any implied warranty of merchantability or fitness for a particular purpose. A bidder shall make its own
inspection of the Surplus Property and rely solely upon the bidder’s observation in deciding to submit a
bid. A bidder shall not rely upon any representation or statements made by any City employee or agent.
Interested parties may inspect the Surplus Property on Saturday, April 2, 2022 from 9:00 a.m. to 12:00
p.m. (local time) at the Goshen Street Department at 475 Steury Avenue, Goshen or by calling Central
Garage at 574-534-3703 to schedule an appointment.

Sealed bids must be submitted in accordance with the instructions and the terms and conditions that are
included in the Bid Documents. Reserve prices have been placed on the Surplus Property. City will not
collect any sales tax on any Surplus Property sold.

Bids will be received by the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, IN 46528
until 1:45 p.m. (local time) on April 11, 2022. All bids received will be taken to the April 11, 2022 Board
of Public Works and Safety meeting at 2:00 p.m. to be publicly opened and read aloud. The Board
meeting will be held in the City Court Room/Council Chambers located at the Goshen Police & Court
Building, 111 East Jefferson Street, Goshen.

NOTICE OF ADOPTION OF ORDINANCE 5114

Ordinance 5114, An Ordinance to Establish Rules and Regulations for Cemetery Properties in the City of
Goshen, Indiana, was passed by the Goshen Common Council on January 18, 2022 and approved and
adopted by Mayor Jeremy Stutsman on January 18, 2022. Ordinance 5114 prohibits any person from
entering or remaining on Cemetery Property after Cemetery Properties are closed to the public. Ordinance 5114 also prohibits a person from possessing or consuming any alcoholic beverage on any Cemetery Property in the City of Goshen. The City may enforce a violation of this ordinance pursuant to Indiana Code § 34-28-5, as amended from time to time, and the City of Goshen Ordinance Violations Bureau. The City of Goshen has issued a Request for Proposals for the purchase and retrofitting of a TVI camera truck’s crawler equipment and Trade-in of current equipment. The complete Request for Proposals packet may be obtained from the Goshen Clerk-Treasurer’s Office at 202 S. Fifth Street, Goshen, IN 46528.

Sealed proposals must be received by the City of Goshen Legal Department, 204 E. Jefferson Street, Suite #2, Goshen, IN 46528 no later than 4:00 p.m. (local time) on March 25, 2022. The proposals will be opened on the due date. Proposals received by the City after the deadline described will not be accepted nor considered unless the vendor submitting a late proposal shows good cause for submitting a proposal after the deadline.

Dykstra Street Reconstruction Construction Project Public Notice

The City of Goshen (202 S 5th Street Goshen, Indiana 46528) will be submitting a Notice of Intent to the Indiana Department of Environmental Management, a minimum of 10 days from the date of this posting, indicating our intent to comply with the requirements of Section 3.7(a)(2) of the Construction Stormwater General Permit to discharge stormwater from construction and land disturbing activities associated with the reconstruction of Dykstra Street between S 22nd Street and S 29th Street.  Stormwater run-off from the project site will discharge to the wetland area to the south with the potential to flow to Rock Run Creek.  Questions or comments regarding this project should be directed to Jason Kauffman, Goshen Stormwater Department at jasonkauffman@goshencity.com or 574-537-3832.
