OPEN DOOR LAW NOTIFICATION

In compliance with the Open Door Law, we are notifying you of a public meeting.

The appointed Goshen Dam Pond Dredging Advisory Board will meet for the first time on Monday, August 29, 2016, at 6 p.m. at the Goshen College Cabin located at 309 Reservoir Place, Goshen, Indiana 46526. At the working meeting, the Board will review the dredging project’s permit status, review areas to be dredged and discuss initiating the second part of the contract with Gro America for the actual dredging work.

NOTICE OF SALE OF SURPLUS PROPERTY

Sale of Dirt Shredder

The City of Goshen Board of Public Works and Safety will receive sealed offers for the sale of the City’s Royer 365 Dirt Shredder (Serial No. 365-79-479).

The equipment, that was purchased by the City in 2005, is currently not operational. The specification sheet for the dirt shredder specifies the weight at 9,200 pounds. The equipment is being offered on an “as is, where is” basis, with no warranties or guarantees. The City specifically disclaims all express or implied warranties, including the implied warranty of merchantability or fitness for a particular purpose.

The equipment is located at the City of Goshen’s Water and Sewer Department, 308 N. 5th Street, Goshen. Interested parties may inspect the equipment by calling (574) 534-5306 to schedule an appointment.

Bidders shall complete all information and submit their sealed offer on forms supplied by the City. Quoting information, instructions and forms can be obtained from the Clerk-Treasurer’s Office, 202 South 5th Street, Goshen, Indiana 46528.

Offers shall be submitted in a sealed envelope. The envelope must be labeled with the following information: Bidder’s name and address and the words, “Sale of Dirt Shredder”.

Offers will be received until 9:45 a.m. (local time), Tuesday September 6, 2016, at the Clerk-Treasurer’s Office, 202 South 5th Street, Goshen, Indiana 46528. The offers will be opened
publicly and read aloud by the Board of Public Works and Safety in the City Court Room/Council Chambers at 111 East Jefferson Street, Goshen, immediately thereafter.

CSO PUBLIC NOTIFICATION

Indiana law (327 IAC 5-2.1) requires communities with combined sewer overflows (CSOs) to offer public notification when CSOs are discharging. The City of Goshen is one of Indiana’s communities with CSOs that are covered by the law. To comply, we offer our customers and other interested persons an alert notification via e-mail. This email alert will only be sent out when the E-coli levels exceed the Water Quality Standards of 235 col/100 ml.

All of Goshen’s Combined Sewer Overflows are located on the Elkhart River. The affected areas include: Ox Bow County Park and any areas bordering the Elkhart River from Indiana Avenue downstream to County Road 17.

CSOs may occur when the capacity of the wet weather detention facility and the wastewater treatment plant are exceeded, due to rainfall, snowmelt, total loss of power, etc. When this occurs, the excess stormwater and sanitary sewage is discharged to the river through combined sewer overflows. The greatest impacts of discharges from CSOs are associated with bacteria in the untreated sewage and in the stormwater run-off. Bacteria levels in the river can rise for several days following a CSO discharge. Notification signs have been posted at CSO outfall locations and at access points along the river.

Interested persons may request email notification when CSOs are discharging or when there is a likelihood that discharges may occur.

Clean waterways are a priority for the City of Goshen. The City is implementing many projects to improve our waterway and to reduce combined sewer overflows. These efforts include expanding and modernizing our wastewater treatment plant and improving the sewage collection system.

US 33 NORTH CONNECTOR PROJECT UPDATE

On August 17, Rieth Riley Construction will be permanently closing the following streets, with one exception listed below, for installation of the utilities and construction of the US 33 North Connector.

1. Clinton Street east of 6th Street.
2. 7th Street between Lincoln Avenue and Clinton Street. (The half block section of 7th Street just north of Lincoln Avenue will be re-opened to traffic, once reconstructed.)
3. Alley parallel to Norfolk Southern Railroad tracks between 7th Street and Cottage Avenue.

Residents north of Lincoln Avenue, south of the railroad tracks and east of 5th Street will receive additional information about mail delivery, garbage pickup, driveway access, etc. through a construction pamphlet that will be distributed on Tuesday, August 16.

NOTICE OF BOIL ORDER FOR THURSDAY, JULY 28, 2016.

S. Main St. Boil Order 7-28-16

Location: S. Main Street from 2905 S. Main to Waterford Elementary

On July 28th, 2016, a scheduled water main shutdown is needed to install a section of water main. The water will be shut off at approximately 7:30 a.m. and turned back on once installation is completed. The Indiana Department of Environmental Management requires the Water Utility to issue a boil water order for the affected area of: On S Main St from 2905 S Main to Waterford Elementary.

Once two (2) consecutive water samples have been taken 24 hours apart and analyzed for the presence of bacteria and are found to be absent of bacteria, the boil order will be lifted. Notice of the boil order cancellation will be distributed via a customer flier to the two (2) businesses. For further information or to report specific service concerns, please call Mindy Kyle at the Goshen Water Department at 534-5306.

City water within the affected area should not be consumed without first following prescribed boiling procedures. The water remains safe for bathing, laundry, and restroom facilities. Cleaning dishes with a dishwasher is acceptable if it has a sanitizing cycle. Hand washed dishes should be rinsed with boiled or bottled water.

BOIL ORDER CANCELLATION

Plymouth Boil Order 7-18-16

The Boil Water Advisory issued on July 18, 2016 has been cancelled. The order was for W. Plymouth Avenue from S. 3rd Street to S. Main Street and Emerson Street from Garfield to Plymouth. Samples have been taken, test results are satisfactory and it is no longer necessary to boil your water.

The water will be shut off at approximately 2:00 p.m. and turned back on once repairs are completed. The Indiana Department of Environmental Management requires the Water Utility to issue a boil water order for the affected area of: W. Plymouth Avenue between S. 3rd Street & S. Main Street to include Emerson Street from Garfield to Plymouth Avenue.

The Goshen Redevelopment Commission will conduct a public hearing concerning whether the Redevelopment Commission should sell 1215 Hickory Street, Goshen, Indiana at its regular meeting on August 9, 2016 at 3:00 p.m. The hearing will be held in the City Courtroom/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana. All interested members of the public are invited to attend and will be given the opportunity to testify on the proposed sale at the public hearing. This notice of public hearing before the Redevelopment Commission is being published pursuant to the provisions of Indiana Code 36-1-11-3(b).

GOSHEN CLOSES STATE REVOLVING FUND LOAN

STATE MAKES IT POSSIBLE FOR THE CITY OF GOSHEN TO MAKE NEEDED DRINKING WATER IMPROVEMENTS.

INDIANAPOLIS, June 2016—The City of Goshen closed a low-interest loan, in the amount of $6,599,000, through the Indiana Finance Authority’s Drinking Water State Revolving Fund (DWSRF) Loan Program to finance needed improvements to its drinking water distribution system. By utilizing the SRF Loan Program instead of securing a traditional loan, the City of Goshen will save an estimated $1,426,094 of interest expense over the life of the loan.

Construction of upgrades and improvements to the City of Goshen’s distribution system were financed by the DWSRF. The DWSRF program is administered by the State Indiana Finance Authority with joint funding from the U.S. Environmental Protection Agency and the State of Indiana. The project will replace water main along US 33, Logan Street, Monroe Street and Cottage Ave, and the suspended portion on the Pike Street bridge; as well as install water main near South Link Road to improve pressure and water quality on the south side of the water system. The project should provide public health benefits by providing reliable drinking water supply, improving system pressures and flows, rehabilitating aged components, and increasing the fire protection capabilities for community residents and businesses in the City of Goshen service area.
