Pursuant to the provisions of the Open Door Law and Indiana Code 5-14-1.5-5, the Goshen City Redevelopment Commission will hold a public meeting on January 17, 2017 at 3:00 p.m. at the Goshen City Annex Building Conference Room, 204 East Jefferson Street, Goshen, Indiana.

NOTICE OF ADOPTION OF ORDINANCE 4891

Ordinance 4891, Approving and Adopting the Goshen City Code, was passed by the Goshen
Common Council on December 6, 2016, and approved and adopted by Mayor Jeremy P. Stutsman on December 9, 2016.

Ordinance 4891 is a codification of certain ordinances of the City of Goshen passed and adopted before November 15, 2016, and is a restatement of the original ordinances and applicable amendments to the original ordinances.

Ordinance 4891 in its entirety is available for inspection during regular business hours at the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, Indiana.

Notice of Adoption of Ordinance 4880

Ordinance 4880, Lippert/Keystone Annexation, was passed by the Goshen Common Council on December 6, 2016 and approved and adopted by Mayor Jeremy P. Stutsman on December 9, 2016. The Lippert/Keystone annexation area consists of approximately 38 acres of real estate generally located north of County Road 40, south of Sourwood Drive, east of Corrie Drive, and west of US 33. Ordinance 4880 in its entirety is available for inspection during regular business hours at the Goshen Clerk-Treasurer’s Office at 202 South Fifth Street, Goshen, Indiana.

NOTICE TO TAXPAYERS OF PROPOSED ADDITIONAL APPROPRIATIONS

Notice is hereby given the taxpayers of the City of Goshen, Elkhart County, Indiana, that the proper Legal Officers of the City of Goshen at their regular meeting place at 111 E. Jefferson St., Goshen IN at 7:00 PM on the 6th day of December 2016, will consider the following additional appropriations in excess of the budget for the current year.

Taxpayers appearing at the meeting shall have a right to be heard. The additional appropriations as finally made will be referred to the State Board of Tax Commissioners. The Board will make a written determination as to the sufficiency of funds to support the appropriations made within fifteen (15) days of receipt of a Certified Copy of the action taken.

The Tentative Common Council meeting scheduled for Thursday, October 27 at 7:00 PM has been rescheduled to 4:00 PM.

The meeting will be held in the Council Chambers, Police and Courts Building, 111 East Jefferson Street.

NOTICE OF ADOPTION OF ORDINANCE 4860, NEIGHBORHOOD PRESERVATION

Ordinance 4860, Neighborhood Preservation, was passed by the Goshen Common Council on September 6, 2016 and approved and adopted by Mayor Jeremy Stutsman on September 27, 2016.

Ordinance 4860 amends Title 6, Article 3, Chapter 1 of the Goshen City Code in its entirety which sets forth minimum standards and requirements for all buildings and structures; minimum standards and requirements for dwellings, including responsibilities of owners and occupants; minimum standards and requirements for commercial and industrial properties; requirements for hotels and rooming houses; requirements for smoke detectors; required registration of rental units; and inspection of buildings and structures, including dwellings.

Ordinance 4860 is available for inspection in its entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth Street, Goshen, Indiana.

NOTICE OF BOIL ORDER

On September 18, 2016 at 10:30pm the water main in the area listed below had to be shut down to repair a water main break. The Indiana Department of Environmental Management requires the Water Utility to issue a boil water order for the affected area. More specifically, the following properties are affected:

– Bashor Road From 2101 Bashor Road to 2303 Bashor Road; and
– 2102 Bashor Road to 2304 Bashor Road.

Once two consecutive water samples have been taken 24 hours apart and analyzed for the presence of bacteria and are found to be absent of bacteria, the boil order will be lifted. Notice of the boil order cancellation will be distributed via a customer flier to the residents affected by shutdown. For further information or to report specific service concerns, please call Mindy Kyle at the Goshen Water Department at 534-5306.

City water within the affected area should not be consumed without first following prescribed boiling procedures. The water remains safe for bathing, laundry, and restroom facilities. Cleaning dishes with a dishwasher is acceptable if it has a sanitizing cycle. Hand washed dishes should be rinse with boiled or bottled water.

MAYOR STUTSMAN PROVIDES UPDATE ON GOSHEN CONSTRUCTION PROJECTS

Kercher Road Closing Could Cause Traffic Delays

Mayor Stutsman is releasing a progress report on construction projects, all part of a massive infrastructure improvement program in Goshen. “While these projects will ultimately reduce traffic congestion and make our roads safer, the community may experience some delays during construction,” said Mayor Stutsman.

The following updates are being provided for major projects that could impact traffic flow:

  • South Link Road Project – Phend & Brown and JCI Bridge Group are 10 months ahead of schedule with construction, and they anticipate being complete with construction in early November 2016. The South Link Road/Waterford Mills Parkway connection to SR 15 will provide much needed traffic relief when complete, while the Kercher Road Bridge over the Elkhart River is closed for reconstruction.
  • CR 40 and SR 15 Traffic Signal Installation – Elkhart County and INDOT are working together on the traffic signal at this intersection and they hope to have the traffic signal in operation by mid- to late October 2016.
  • Kercher Road Bridge Reconstruction – Elkhart County and Rieth-Riley Construction will be closing Kercher Road from Orchard Drive to SR 15 on Tuesday, September 13, and the closure will remain in place until October 2017.
  • Plymouth Avenue Trail Crossing Modification Project – Walsh & Kelly Construction Company are working hard to get Plymouth Avenue/SR 119 re-opened to traffic on Tuesday, September 13. The remaining construction work will be done while the roadway is open to traffic. The anticipated completion date is mid-October 2016.

“I would strongly urge residents to review the map prepared by the Goshen Engineering Department which shows the location of these projects and alternative routes that should be considered”, said Stutsman. “In many cases, a little advanced planning will help residents avoid delays,” he added.
