Notice of Adoption of Ordinance 4958, Kibby Excavating Annexation

Ordinance 4958, Kibby Excavating Annexation, was passed by the Goshen Common Council on May 15, 2018 and approved and adopted by Mayor Jeremy P. Stutsman on May 18, 2018. The annexation area consists of approximately 6 acres of real estate generally located north of Woodfield Road (County Road 40), east of Corrie Drive, south of Hackberry Drive, and west of US 33. Ordinance 4958 in its entirety is available for inspection during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth Street, Goshen, Indiana.

NOTICE: GOSHEN DAM POND DREDGING ADVISORY BOARD

In compliance with your written request, and in accordance with the Open Door Law, we are notifying you of a public meeting.

The appointed Goshen Dam Pond Dredging Advisory Board will meet on Thursday, May 17, 2018, at 4 p.m. at the Annex Planning Conference Room located at 204 East Jefferson Street, Goshen, Indiana 46526. The Board will be reviewing the project specifications for the Goshen Dam Pond dredging project.

NOTICE OF ADOPTION OF ORDINANCE 4963, NOISE CONTROL AMENDMENT

Ordinance 4963, Noise Control Amendment, was passed by the Goshen Common Council on May 1, 2018 and approved and adopted by Mayor Jeremy Stutsman on May 4, 2018.

Ordinance 4963 amends the Goshen City Code to add a new section 3.3.1.7 which prohibits an adult occupying a parcel of real estate in a residential area or commercial area from causing or permitting the amplification of sound that is plainly audible to be heard outside the boundaries of the parcel of real estate occupied by that person between the hours of 12:00 a.m. and 7:00 a.m. after receiving a warning from the Goshen City Police.

Ordinance 4963 is available for inspection in its entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth Street, Goshen, Indiana.

Notice of Public Hearing on Proposed Ordinance to Amend the Uses of the Economic Improvement Fund for the Goshen Downtown Economic Improvement District

The Goshen Common Council will hold a public hearing in which all owners of real estate within the Goshen Downtown Economic Improvement District and other interested persons will
be heard concerning an ordinance to amend the uses of the economic improvement fund. The
proposed ordinance amends Ordinance 4062 to permit the Goshen Downtown Economic
Improvement Board to use the economic improvement funds to pay wages to permit the
employment of individuals to carry out Board approved projects. The public hearing will be held
at the Common Council’s regular meeting on May 1, 2018 at 7:00 p.m. in the City Court
Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street,
Goshen.

April 16, 2018 at 4:00 p.m. The public meeting will be held in the conference room
of Goshen City Hall, 202 South Fifth Street, Goshen, Indiana.

Notice of Public Hearing for the Kibby Excavating Annexation into the City of Goshen

A Petition for Annexation into the City of Goshen has been filed with the Goshen Common Council requesting the annexation of certain real estate located outside, but contiguous to the corporate limits of the City of Goshen. This area is identified as the “Kibby Excavating Annexation Area” and consists of approximately six (6) acres of real estate generally located north of Woodfield Road (County Road 40), east of Corrie Drive, south of Hackberry Drive, and west of US 33. The Goshen Common Council will conduct a public hearing on the Kibby Excavating Annexation at its regular meeting on May 1, 2018 at 7:00 p.m. The hearing will be held in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen. All interested members of the public are invited to attend and will be given the opportunity to testify on the proposed annexation at the public hearing.

Notice of Public Hearing for the Keystone RV Annexation into the City of Goshen

A Petition for Annexation into the City of Goshen has been filed with the Goshen Common Council requesting the annexation of certain real estate located outside, but contiguous to the corporate limits of the City of Goshen. This area is identified as the “Keystone RV Annexation Area” and consists of approximately 32 acres of real estate generally located north of Woodfield Road (County Road 40), east of Corrie Drive, south of Skyview Road, and west of US 33. The Goshen Common Council will conduct a public hearing on the Keystone RV Annexation at its regular meeting on May 1, 2018 at 7:00 p.m. The hearing will be held in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen. All interested members of the public are invited to attend and will be given the opportunity to testify on the proposed annexation at the
public hearing.

Notice of Public Outreach Programs and Notice of Public Hearing

The City of Goshen is proposing to annex certain real estate into the corporate limits of the City of Goshen. The proposed annexation areas are identified as follows “County Road 28 Annexation Area,” generally located west of Old County Road 17, south of US 33, east of County Road 15, north and south of County Road 28; “The Gardens Sixth Annexation Area,” generally located west of Mountain Ash Lane, south of Clinton Street, west of Stephanie Street; “Westoria Annexation Area,” generally located on either side of County Road 19 (Greene Road), north of State Road 119, and south of Berkey Avenue; “The Crossing Annexation Area,” generally located west of Park Meadows Drive, south of State Road 119, and east of County Road 19; “Clover Trails Annexation Area,” generally located south of State Road 119, west of Mintcrest Drive, north of County Road 36, and east of County Road 19; “Ridgewood Subdivision Annexation Area,” generally located east of County Road 21, south of Galen Court, and north of Meadow Ridge Drive; “Monroe Street Annexation Area,” generally located north of County Road 34, on the east and west of Hillcrest Drive; “East Lincoln Avenue Annexation Area,” generally located north of State Road 4 and east of North 23rd Street, which consist of approximately 298.91 total acres of real estate, more or less.

The city will be conducting an outreach program to provide citizens information about the proposed annexations. The public is invited to attend any of the following public information meetings which will be held in the in the Annex Conference Room at the Goshen Municipal Building Annex, 204 East Jefferson Street, Goshen:

The Goshen Common Council will also be conducting a public hearing concerning the County Road 28, The Gardens Sixth, Westoria, The Crossing, Clover Trails, Ridgewood Subdivision, Monroe Street, and East Lincoln Avenue annexations. The public hearing will be held at the Common Council’s regular meeting on June 19, 2018 at 7 p.m. in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen. All interested members of the public are invited to attend and will be given the opportunity to testify on the proposed annexations at the public hearing.
