NOTICE FOR REQUESTS FOR PROPOSALS

TO PURCHASE 401, 405, 409, and 411 SOUTH THIRD STREET and 204 WEST MADISON, REAL ESTATE

The Goshen Redevelopment Commission is soliciting proposals to purchase 401, 405, 409, and 411 South Third Street and 204 West Madison Street, Goshen, Indiana.  Informational packages describing the requirements for the proposals may be obtained from Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste 6, Goshen, IN 46528 (574-537-3824).

Written proposals must be submitted to Mark Brinson, Community Development Director, 204 E. Jefferson St., Ste. 6, Goshen, IN 46528 on or before 12:00 p.m. on Tuesday, September 10, 2019.  The proposals will be opened at the Redevelopment Commission meeting at 3:00 Tuesday, September 10, 2019.  The meeting will be held at the Goshen Police & Court Building in the City Court Room/Council Chambers, 111 E. Jefferson St., Goshen. 

All proposals shall meet the requirements set forth in the solicitation.  A proposal submitted by a trust (as defined by IC 30-4-1-1(a)) must identify the beneficiary of the trust and settlor empowered to revoke or modify the trust.  The City reserves the right to waive (but is not required to waive) any inconsistency between any proposal submitted and the requirements contained in the solicitation.

Notice of Adoption of Ordinance 5001

Ordinance 5001, Repealing, Replacing and Modifying Portions of the Neighborhood Preservation Ordinance and Building Department Fee Ordinance, was passed by the Goshen Common Council on July 2, 2019.  Ordinance 5001 establishes registration and inspection requirements and the annual registration fees, inspection fees, reinspection fees, and late fees to be assessed under the City of Goshen’s rental registration program and rental inspection program.  The rental registration program and rental inspection program apply to all residential rental units, including hotels and rooming houses in the City.  Ordinance 5001 is available for inspection in its entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth Street, Goshen, Indiana.

Pursuant to the provisions of the Open Door Law and Indiana Code 5-14-1.5-5, the Goshen Redevelopment commission will hold a public meeting on Friday July 19, 2019 at 8:00 a.m. at the City Courtroom/Council Chambers, 111 East Jefferson Street, Goshen, Indiana.

NOTICE OF PUBLIC HEARING

The Goshen Board of Public Works and Safety will conduct a public hearing at its regular meeting on June 24, 2019 at 2:00 p.m to determine whether the City of Goshen should sell the real estate at 1201 College Ave., Goshen, Indiana. The hearing will be held in the City Court Room/Council Chambers at the Goshen Police & Court Building, 111 East Jefferson Street, Goshen, Indiana. All interested members of the public are invited to attend and will be given the opportunity to testify on the proposed sale at the public hearing.

Pursuant to the provisions of the Open Door Law and Indiana Code 5-14-1.5-5, the Goshen Community Relations Commission announces several changes to their previously-announced meeting schedule.
The public meeting that had been scheduled for Tuesday, June 11, 2019, at 7 p.m., has been rescheduled for Thursday, June 27, 2019 at 7 p.m.

The public meeting that had been scheduled for Tuesday, July 9, 2019, a 7 p.m. has been canceled.
The public meeting that had been scheduled for Tuesday, August 13, 2019 at 7 p.m. has been rescheduled for Thursday, August 8, 2019 at 7:00 p.m.
The public meetings will be held in the conference room of Goshen City Annex Conference Room, 204 E. Jefferson St., Goshen, Indiana.

REQUEST FOR BIDS TO PURCHASE REAL ESTATE

A. The City of Goshen Board of Public Works and Safety is seeking sealed bids for the purchase of property located at 611 N. Second Street, Goshen, Indiana 46528 (Parcel No. Parcel No. 20-11-09-206-004.000-015). The City’s offering price for the real estate is Sixty One Thousand Dollars ($61,000.00) which is based on the appraised value. The sale is subject to the following terms and conditions:

  1. Sealed bids may be submitted to Angie McKee, City of Goshen Clerk-Treasurer, 202 South Fifth Street, Goshen, Indiana 46528 no later than 1:50 p.m. on June 17, 2019. All bids received will be opened at the Board of Public Works and Safety meeting at 2:00 p.m. on June 17, 2019. All bids will be open to public inspection.
  2. A bid to purchase the real estate is in the real estate’s present condition, AS IS.
  3. The use of the real estate must be in conformity with all applicable laws and regulations of any governmental entity or public authority, and must be used in a manner that would not be reasonably offensive to the owners or users of adjoining real estate or would tend to create a nuisance. A bid may NOT be conditioned on receiving a variance or rezoning to permit additional uses.
  4. The purchase price shall be tendered in cash or in other functionally equivalent form at the closing. The person or entity submitting the highest responsive and responsible bid will be required to enter into a purchase agreement incorporating the terms of this Request for Bids and other provisions negotiated. The purchaser shall be responsible for the loss to the real estate beginning on the date of closing.
  5. The real estate will not be sold to a person or entity who owes delinquent taxes, special assessments, penalties, or costs directly attributable to a prior tax sale on a tract of real property listed for tax sale. An agent of the person or entity also is not eligible to purchase the real estate.
  6. A bid submitted by a trust (as defined by IC 30-4-1-1(a)) must identify the beneficiary of the trust and the settlor empowered to revoke or modify the trust.
  7. The City of Goshen reserves the right to waive informalities or irregularities in the selection process. City does not commit to sell the real estate. City reserves the right to accept or reject any bids received, or to cancel the Request.

TRAFFIC RESTRICTION: KERCHER ROAD

Starting Wednesday, May 15, traffic will be restricted on Kercher Road from Dierdorff Road to US 33. Traffic will only be allowed to travel westbound through the corridor to allow the contractor to work on the south side of the road. Eastbound traffic will be detoured south on Dierdorff to CR 40. The road restriction is expected to last until mid-November.
