GOSHEN INTRODUCES CITYWIDE CURBSIDE RECYCLING

In an effort to reduce spending and solid waste, the City of Goshen will begin residential curbside recycling in August of this year.

The City is entering into a new contract with Borden Waste-Away Service, which will provide a 96-gallon recycling bin to all residential sites of four units or less within Goshen, and will remove recyclables every two weeks.

Drop-off recycling sites administered by Elkhart County will continue at Goshen College and at the Elkhart Road/US 33 Martin’s Supermarket.

The new waste collection contract will also do away with unlimited trash removal services in Goshen. Non-recyclable trash material will need to be placed within a separate 96-gallon trash container, and will be removed weekly.

Tags for additional trash (beyond the 96-gallon trash bin) will be available for purchase at locations yet to be determined. Removal of large trash items, electronic waste, and purchase of additional trash services are also contracted to Borden, and will have an additional fee, which will be the responsibility of individual homeowners.

Residents will not have to pay to use the basic trash and recycling collection services.

Rising costs of solid waste removal over the past 7 years is the main reason for the change in the way the City deals with refuse. The City’s trash costs have risen steadily since 2016 from $800,000 to a projected $1.6 million in 2022. During that same period, household trash in Goshen also increased, from 1,774 pounds per year in 2014 to 2,340 pounds in 2021.

Without incentives to decrease trash generation, Goshen’s projected trash budget will rise over $2 million by 2023. City administration felt that the time to act had come.

“It is always exciting when you can add additional services to our community all while helping to build a more sustainable budget and benefitting our environment,” Mayor Jeremy Stutsman said. “I encourage City residents to take full advantage of this new service and help us divert solid waste from the landfill.”

By contracting for curbside recycling and limited trash pickup, the City can stabilize its trash removal costs for up to 10 years, instead of continuing on the path of a runaway budget. Additionally, curbside recycling should give more residents ready access to this service, which can reduce overall trash generation. Further benefits include recycling-related jobs within our community.

Aaron Sawatsky-Kingsley, Director of the City’s Department of Environmental Resilience, said, “We’ve got to learn how to create less trash – trash removal costs were unsustainable – and now we are moving to a system that encourages us to waste less, rather than a system that said, ‘Go ahead, throw away everything you want, we’ll pay for it.’”

The City will work with Borden to create ongoing education throughout the City during the summer, in preparation for the change in trash removal operations.

Education will include what to recycle, what not to recycle, and how to access additional trash services. LANE RESTRICTIONS: CLINTON STREET

TCS Communications, LLC., working for Frontier Communication, will have some lane restrictions as they install a fiber conduit along Clinton Street between Indiana Avenue and Greene Road.

The lane restrictions will be from June 6 through the 17th.

RAILROAD CROSSING CLOSURES

Several railroad crossings will be closed the week of June 6 as Norfolk Southern repairs or rebuilds them.

The following crossings are expected to close June 6 until June 9:

  • New York Street
  • E. Purl Street
  • E. Reynolds Street

The following crossings are expected to close June 8 through the end of the week:

  • First Street
  • E. Lincoln Avenue
  • Washington Street
  • E. Jefferson Street
  • E. Jackson Street

2022 ROAD CONSTRUCTION TO BRING TRAFFIC RESTRICTIONS THROUGH SUMMER

Projects from multiple entities will make for a busy road construction season this summer, and the City of Goshen asks for patience and calm from commuters as some thoroughfares are closed for work to get done.

The City, along with state and private entities, have various projects in the works that will affect our local traffic. 

Drivers are asked to be mindful of the construction zones and the workers on them—and to be patient. It will be critical that the crews work in a safe environment to complete these construction projects.

The earlier projects in the list have established timelines and the later projects are yet to be scheduled. The current list of known traffic restrictions is:

CITY TO CELEBRATE WATER FEST WITH FUN ACTIVITIES AND LEARNING

Celebrating clean water resources in our community and beyond, the City of Goshen Stormwater Department is hosting Goshen Water Fest at Mill Street Park (212 Prospect Ave.) on Saturday, June 11 from 10 a.m.–2 p.m.

The event will feature the unveiling of the 2022 storm drain mural art project and voting for a “People’s Choice” award winning artist. The theme of the project this year was “Dreaming of Clean Water” with the goal of raising awareness about the connection between the City’s storm drains and clean water.

To further that goal, the event will also feature a clean-up of Rock Run Creek and the surrounding neighborhood. Crews will be leaving from the main event center at regular intervals to participate.

Most storm drains in Goshen connect directly to waterways without any treatment—meaning trash and other debris in our roadways ends up directly in our rivers and streams.

City of Goshen Stormwater Specialist Mattie Lehman said Mill Street Park, which is located just north of Rock Run Creek, is a perfect example of how our community benefits from clean water resources. Moreover, it presents an opportunity to clean up an important waterway that flows through Goshen.

“We are excited to bring a major celebration to the northside neighborhood and hope that this might be the first Water Fest of many to come,” she said.

Thanks to several partnering organizations and entities, Water Fest will also have a number of water related kids activities and learning opportunities. Adults and kids alike wishing to participate fully in the event’s activities should be prepared for a soak! This will be a walk/bike event as parking at Mill Street Park is extremely limited. Attendees should plan to enter the event via the Maple City Greenway. Storm drain mural art locations have been positioned strategically along walk/bike routes to the event and secure bike parking will be available.

MAY BRUSH PICKUP

Brush pickup for the month of May begins May 31, 2022.

During scheduled brush collections, the Street Department will make only one pass through the city to pick up brush. Please have your brush by the front curb, but not in the street, by that first day in the morning at 7 a.m. Brush will not be picked up in alleys. The piles of brush should be trash-free. Crews cannot access the piles if blocked by vehicles.

  • July 25, 2022
  • August 29, 2022

MEMORIAL DAY

All City of Goshen offices will be closed Monday, May 30 due to the Memorial Day holiday.

Garbage pickup will be delayed by one day the week of May 30. Trash will be collected starting on Tuesday, May 31, with a delay by one day.

Due to the holiday, the Goshen Board of Works Meeting has been canceled.

NOTICE OF ADOPTION OF ORDINANCE 5121, ESTABLISH RULES AND REGULATIONS FOR THE USE OF ELECTRIC FOOT SCOOTERS AND SHARED-USE ELECTRIC FOOT SCOOTER OPERATORS

Ordinance 5121, An Ordinance to Establish Rules and Regulations for the Use of Electric Foot Scooters and Shared-Use Electric Foot Scooter Operators, was passed by the Goshen Common Council on May 16, 2022, and approved and adopted by Mayor Stutsman on May 16, 2022. Ordinance 5121 establishes rules and regulations for the use of electric foot scooters in the City of Goshen, enforceable by an ordinance violation, and also establishes a licensing program for shared-use electric foot scooter operators. Ordinance 5121 is available for inspection in its entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth Street, Goshen, Indiana.

Ordinance 5120, An Ordinance Amending Ordinance Number 3757 and Ordinance Number 4702, to Allow Flexibility in Licensing and Registering of Electrical and Mechanical Contractors, was passed by the
Goshen Common Council on May 16, 2022, and approved and adopted by Mayor Stutsman on May 16,

Ordinance 5120 requires individuals acting in the capacity of an Electrical Contractor, Class A Mechanical Contractor or Class B Mechanical Contractor in the City of Goshen to be licensed with the City
and registered with the Goshen Building Department. Ordinance 5120 is available for inspection in its
entirety during regular business hours at the Goshen Clerk-Treasurer’s Office located at 202 South Fifth
Street, Goshen, Indiana.
