ROAD CLOSURE: EISENHOWER DRIVE

Eisenhower Drive will be temporarily closed at the railroad track Tuesday, November 17 at 5:30 a.m. to allow the installation of new pavement in and around the track for the winter.

The work is a result of a partnership between the City of Goshen and Berry Plastic after the city received numerous complaints regarding the track’s condition on Eisenhower Drive.

LANE RESTRICTION: DIERDORFF ROAD

Areas of Dierdorff Road will be restricted to traffic between Monday, November 16 and Monday, November 23 to allow NIPSCO crews to run new power poles along the east side of Dierdorff, from Eisenhower Drive to College Avenue.

Crews will be working at each pole for periods of time as they progress. Signs, traffic cones as and flaggers will be used to direct traffic around the crews while working in the northbound lane of Dierdorff Road.

COVID-19 TESTING SITES

The following is a message from the Elkhart County Health Department:

Many of the testing sites in Elkhart County are experiencing significant wait times due to the number of people needing to be tested. We ask for your patience during this time. The testing site in Nappanee has less of a wait than the rest, if you are willing to take a drive. It is located at the Goshen Health Anglemeyer Clinic at 1953 Waterfall Dr in Nappanee.

GOSHEN CITY COURT

Goshen City Court will not be holding Traffic Court on Wednesday, November 18, 2020 due to the current surge in positive COVID-19 cases affecting our community.

To pay your traffic ticket, you may do so on-line at mycase.IN.gov. If you need to speak to the Court Clerk staff, please call (574) 533-9365 during normal business hours, which are Monday through Friday, 8 AM to 4 PM.

ACCESS TO CITY BUILDINGS LIMITED IN LIGHT OF INCREASED PREVELANCE OF COVID-19 IN ELKHART COUNTY

Mayor Jeremy Stutsman issued a new executive order Tuesday, Nov. 10, 2020, in light of the increasing numbers of COVID-19 in the community.

The mayor signed Executive Order 2020-15, noting that COVID-19 has continued to affect the State of Indiana, with 12,133 confirmed cases and at least 169 deaths resulting from COVID-19 in Elkhart County to date. The order also notes that the number of newly reported cases of COVID-19 continues to rise at an alarming rate in both the county and state; the seven-day moving average of daily positive cases of COVID-19 has increased from 50 on Oct. 30, to 262 on Nov. 7.

The order calls for additional work practices to keep City employees safe, further restrictions to public meetings and hearings, and for limited access to City buildings while the number of COVID-19 cases continue to rise.

All City buildings will be closed to the public beginning Thursday, Nov. 12, 2020, with the exception of the following:

  • Utility Business Office
  • Police and Courts Building, which will remain open for court hearings and trials
  • Buildings staffed or operated by the Parks & Recreation Department will be open for programming and for scheduled rentals (only those pursuant to guidelines development by the Parks Department and approved by the Mayor).

In addition, members of the public may enter City buildings for meetings scheduled with City employees, and the City Council chambers will remain open for public meetings and hearings.

Anyone entering a City building must comply with Indiana Governor Eric Holcomb’s executive order that requires wearing a face covering to enter public buildings.

The City buildings will remain closed until further notice.

Mayor Stutsman distributed the executive order to department heads, who will review the order with employees.

“The rising number of COVID-19 cases in Elkhart County is of concern,” Mayor Stutsman said. “The well-being of our City employees is very important to me, and it is my hope that this executive order will keep them safe so that we can continue to serve this community during these trying times. If you have any trouble getting a hold of City staff or departments needed, please feel free to call City Hall (533.8621) for assistance).”

BOARD AND COMMISSION POSITIONS OPEN FOR 2021

The City of Goshen appoints boards, commissions and committees, comprised of residents and City staff, to help advise on various policy issues. Some of the boards are designated by Indiana statute, while others are created in the interest of bettering our community.

Members of these boards and commissions are appointed by the mayor and City Council.

For 2021, the Council must make the following appointments:

  • Redevelopment Commission: 2 positions
  • Board of Zoning Appeals: 1 position, 1 alternate
  • Shade Tree Board: 2 positions
  • Community Relations Commission: 1 position

BOIL ORDER

Due to a new water main connection, a boil water advisory has been issued for when the water comes back on at East Lincoln, between S. 24th and S. 27th streets beginning Monday morning, Nov. 2.

It is recommended that all cooking and drinking water be brought to a complete boil for five (5) minutes before using. Please continue to boil all cooking and drinking water until we notify you that it is no longer necessary. Usually that is after two sets of samples are taken 24 hours apart, when both samples come back clean.

Until we resolve this drinking water problem, we are also asking that you conserve water and only use what is necessary for household and personal needs.

We appreciate your cooperation during this time and will update you as necessary until the drinking water problem has been solved. If you have any questions concerning the drinking water problem, please contact you water department at 534-5306.

POLLUTANT MINIMIZATION PROGRAM PLAN (PMPP)
STREAMLINE MERCURY VARIANCE APPLICATION

The City of Goshen Wastewater Treatment Plant (WWTP), 1000 W. Wilden Ave., Goshen, Indiana, submits for public comment, the Pollutant Minimization Program Plan (PMPP) as part of its Streamlined Mercury Variance Application, as required by 327 IAC 5-3.5-9(c).

The City of Goshen WWTP is a Class III, 5.0 million gallons per day (MGD) Activated Sludge Treatment Plant which discharges an average of 3.0 MGD to the Elkhart River which flows to the St. Joseph River which flows to Lake Michigan.

The City of Goshen WWTP is submitting a Streamlined Mercury Variance Application to the Indiana Department of Environmental Management (IDEM) to provide statutory relief from the Water Quality Based Effluent Limits (WQBEL) for mercury. As part of this application, a PMPP was developed to implement controls to help reduce mercury loadings into the WWTP.

The proposed PMPP provides methods to identify sources of mercury entering the City’s sewer collection system. The PMPP includes mercury-bearing equipment and chemicals, evaluation of potential mercury sources, planned activities to address mercury-bearing sources and public education.

The proposed PMPP is available for review and comment in accordance with 327 IAC 5-3.5-9(c). The Wastewater Utility will receive written comments regarding the PMPP for 30 days after the first day of publication in the Goshen News. The final PMPP will include comments when submitting to IDEM as part of the variance request.
