MAYOR STUTSMAN PROVIDES UPDATE ON GOSHEN CONSTRUCTION PROJECTS

Kercher Road Closing Could Cause Traffic Delays

Mayor Stutsman is releasing a progress report on construction projects, all part of a massive infrastructure improvement program in Goshen. “While these projects will ultimately reduce traffic congestion and make our roads safer, the community may experience some delays during construction,” said Mayor Stutsman.

The following updates are being provided for major projects that could impact traffic flow:

  • South Link Road Project – Phend & Brown and JCI Bridge Group are 10 months ahead of schedule with construction, and they anticipate being complete with construction in early November 2016. The South Link Road/Waterford Mills Parkway connection to SR 15 will provide much needed traffic relief when complete, while the Kercher Road Bridge over the Elkhart River is closed for reconstruction.
  • CR 40 and SR 15 Traffic Signal Installation – Elkhart County and INDOT are working together on the traffic signal at this intersection and they hope to have the traffic signal in operation by mid- to late October 2016.
  • Kercher Road Bridge Reconstruction – Elkhart County and Rieth-Riley Construction will be closing Kercher Road from Orchard Drive to SR 15 on Tuesday, September 13, and the closure will remain in place until October 2017.
  • Plymouth Avenue Trail Crossing Modification Project – Walsh & Kelly Construction Company are working hard to get Plymouth Avenue/SR 119 re-opened to traffic on Tuesday, September 13. The remaining construction work will be done while the roadway is open to traffic. The anticipated completion date is mid-October 2016.

“I would strongly urge residents to review the map prepared by the Goshen Engineering Department which shows the location of these projects and alternative routes that should be considered”, said Stutsman. “In many cases, a little advanced planning will help residents avoid delays,” he added.

“Please remember to be considerate of the construction workers and fellow motorist and drive safely,” said Stutsman. “For the most up to date notices please like us on Facebook and sign up for email notices through our website, goshenindiana.org, these updates will come directly to your email,” he added.

US 33 NORTH CONNECTOR PROJECT UPDATE

IMG_20160825_104107932 IMG_20160825_104133358From Monday, August 29 to Thursday, September 1, HRP Construction will commence with the sanitary sewer installation on Seventh Street from Lincoln Avenue north to the east/west alley. The sanitary sewer will need to connect to the existing sanitary sewer manhole in the center of Lincoln Avenue. HRP Construction will maintain traffic on the lanes on the south side of Lincoln Avenue with one lane in each direction. When the actual connection into the existing manhole is being made, HRP Construction will have flaggers to assist when the traffic is restricted even further down to just one lane near the open trench.

BRUSH PICK-UP NEXT WEEK

The Goshen Street Department will begin their monthly brush pick-up program beginning Monday, August 29.

Residents must take care that piles are placed in the proper location prior to the first day of the pick up at 7 in the morning; it is impossible to know which neighborhoods will be picked up on which day of the week. The Department will proceed as quickly as possible and will make a single trip down each street.

Remember, the City of Goshen is not responsible for disposal of large tree limbs and debris from a home owners or contractors taking down a tree on their property. This is beyond the scope of normal yard waste.

Brush piles should be free of garden waste and placed at the curb, not in the street. No brush will be picked up in city alleys, and piles are to be trash-free and placed away from utility poles, fire hydrants or trees. If vehicles are parked in front of brush piles the street crew cannot pick up the pile.

Brush should not be put out for collection until the Saturday or Sunday just prior to start of the scheduled collection week. Example: Place brush no earlier than August 27 or 28 for collection beginning the 29th of August.

For those with a large amount of brush or yard waste between the scheduled collection dates, residents have two options. A Dial-A-Truck is available to use at no cost to residents; contact the Street Department for details. Or, residents can take yard waste to the Environmental Center located at County Rd. 19 just west of Indiana Ave. The Center is open Monday through Friday from 8 a.m. to 6 p.m. and Saturdays from 8 a.m. to noon.

The final collection for the season will be the September brush collection, conducted the week of the 26th.

Any resident with questions may contact the Goshen Street Department at 534-9711 or streets@goshencity.com, Monday–Friday between 7 a.m. and 4 p.m.

CSO PUBLIC NOTIFICATION

Indiana law (327 IAC 5-2.1) requires communities with combined sewer overflows (CSOs) to offer public notification when CSOs are discharging. The City of Goshen is one of Indiana’s communities with CSOs that are covered by the law. To comply, we offer our customers and other interested persons an alert notification via e-mail. This email alert will only be sent out when the E-coli levels exceed the Water Quality Standards of 235 col/100 ml.

All of Goshen’s Combined Sewer Overflows are located on the Elkhart River. The affected areas include: Ox Bow County Park and any areas bordering the Elkhart River from Indiana Avenue downstream to County Road 17.

CSOs may occur when the capacity of the wet weather detention facility and the wastewater treatment plant are exceeded, due to rainfall, snowmelt, total loss of power, etc. When this occurs, the excess stormwater and sanitary sewage is discharged to the river through combined sewer overflows. The greatest impacts of discharges from CSOs are associated with bacteria in the untreated sewage and in the stormwater run-off. Bacteria levels in the river can rise for several days following a CSO discharge. Notification signs have been posted at CSO outfall locations and at access points along the river.

Interested persons may request email notification when CSOs are discharging or when there is a likelihood that discharges may occur.

Clean waterways are a priority for the City of Goshen. The City is implementing many projects to improve our waterway and to reduce combined sewer overflows. These efforts include expanding and modernizing our wastewater treatment plant and improving the sewage collection system.
