US 33 NORTH CONNECTOR PROJECT UPDATE

On August 17, Rieth Riley Construction will be permanently closing the following streets, with one exception listed below, for installation of the utilities and construction of the US 33 North Connector.

1. Clinton Street east of 6th Street.
2. 7th Street between Lincoln Avenue and Clinton Street. (The half block section of 7th Street just north of Lincoln Avenue will be re-opened to traffic, once reconstructed.)
3. Alley parallel to Norfolk Southern Railroad tracks between 7th Street and Cottage Avenue.

Residents north of Lincoln Avenue, south of the railroad tracks and east of 5th Street will receive additional information about mail delivery, garbage pickup, driveway access, etc. through a construction pamphlet that will be distributed on Tuesday, August 16.

Mayor Stutsman Welcomes EPA Officials to Open House Removal of Asbestos from Former Johnson Controls Site to Begin Soon

Mayor Jeremy Stutsman announced that US. Environmental Protection Agency (EPA) officials will be returning to Goshen to meet with residents about the removal of asbestos at the former Johnson Controls site, 1302 E. Monroe St.

“The EPA has been extremely proactive in dealing with the contamination found at this site” said Mayor Stutsman. “We have asked them to keep the community informed about the clean-up process and they have agreed to hold an open house to answer questions. The goal for the open house is to be completely transparent so the public is fully informed about clean-up activities.

Mayor Stutsman contacted the EPA in February of this year, as soon he became aware of environmental tests indicating the presence of asbestos. “I asked the EPA to take immediate steps to secure the site and protect our residents from asbestos exposure. We are very appreciative of the work the EPA is doing to keep our community safe”, commented Mayor Stutsman.

The property is owned by TOCON Holdings, LLC. The company purchased the former Johnson Controls manufacturing facility and demolished a number of manufacturing buildings. Environmental concerns surfaced when an independent environmental report revealed the presence of asbestos contamination in the demolition debris left on the site by a contractor hired by TOCON Holdings. Subsequent testing from the EPA confirmed the contamination, leading to emergency measures by the EPA to secure the site and prevent asbestos exposure.

The next step in the process will be to remove the contaminated debris from the site and safely dispose of the materials. EPA contractors are expected to be on-site beginning August 25 and will complete the work in approximately twelve weeks.

PLYMOUTH AVENUE TRAIL CROSSING MODIFICATION UPDATE

 

Walsh & Kelly has been making progress on the construction of the Plymouth Avenue Trail Crossing Modification project. A temporary trail will be constructed this week on the opposite side of the chain link fence and away from the roadway/new trail construction for safe passage by pedestrians and bicyclists along the Plymouth Avenue corridor. This temporary trail WILL BE OPEN prior to school starting this Thursday. The overall project is anticipated to be open to traffic in early to mid-September 2016.

 

NOTICE OF BOIL ORDER FOR THURSDAY, JULY 28, 2016.

S. Main St. Boil Order 7-28-16

Location: S. Main Street from 2905 S. Main to Waterford Elementary

On July 28th, 2016, a scheduled water main shutdown is needed to install a section of water main. The water will be shut off at approximately 7:30 a.m. and turned back on once installation is completed. The Indiana Department of Environmental Management requires the Water Utility to issue a boil water order for the affected area of: On S Main St from 2905 S Main to Waterford Elementary.

Once two (2) consecutive water samples have been taken 24 hours apart and analyzed for the presence of bacteria and are found to be absent of bacteria, the boil order will be lifted. Notice of the boil order cancellation will be distributed via a customer flier to the two (2) businesses. For further information or to report specific service concerns, please call Mindy Kyle at the Goshen Water Department at 534-5306.

City water within the affected area should not be consumed without first following prescribed boiling procedures. The water remains safe for bathing, laundry, and restroom facilities. Cleaning dishes with a dishwasher is acceptable if it has a sanitizing cycle. Hand washed dishes should be rinsed with boiled or bottled water.

COOLING CENTER AVAILABLE

Mayor Jeremy Stutsman announced that the City of Goshen, in cooperation with the Goshen Theater, Inc., is opening the Goshen Theater as a temporary cooling center due to the high temperatures expected over the next few days.

The hours of operation will be from 12–5 p.m., Thursday, July 21, and Friday, July 22. Hours of operation may be extended based on demand.

Mayor Stutsman encourages residents, “We are facing extreme heat conditions over the next two days. I urge Goshen residents to check on relatives, neighbors and friends during this potentially dangerous period.”

Fire Chief Sink, added “This cooling center will offer relief from the heat for people who don’t have access to a cooled environment and are at risk for heat-related health concerns.”

Flashing Yellow Left Turn Arrow at the Intersection of SR 119 and Indiana Avenue

Today, the Indiana Department of Transportation (INDOT) has installed new modernized traffic signals at the intersection of SR 119 and Indiana Avenue. The most notable change to these new traffic signals will be the addition of a flashing yellow left turn arrow. Flashing yellow arrow signals allow left-turning traffic to yield the right-of-way to oncoming traffic and pedestrians, and turn when a suitable gap is available. BOIL ORDER CANCELLATION

Plymouth Boil Order 7-18-16

The Boil Water Advisory issued on July 18, 2016 has been cancelled. The order was for W. Plymouth Avenue from S. 3rd Street to S. Main Street and Emerson Street from Garfield to Plymouth. Samples have been taken, test results are satisfactory and it is no longer necessary to boil your water.
