SR 119/PLYMOUTH AVENUE TRAIL CROSSING MODIFICATION

SR 119/Plymouth Avenue from Indiana Avenue to the drive entrance to Shanklin Park will be closed to traffic starting SATURDAY, JULY 9, until September 2, for the construction of the Trail Crossing Modification project.

We understand that this road closure will be a major inconvenience for many residents. However, construction work is much quicker and safer with the roadway closed to traffic. It is very important for traffic flow to have SR 119/Plymouth Avenue re-opened to traffic prior to the closure of the Kercher Road/CR 38 Bridge over the Elkhart River Bridge, which is anticipated to occur sometime after Labor Day, September 5, 2016.

GOSHEN CLOSES STATE REVOLVING FUND LOAN

STATE MAKES IT POSSIBLE FOR THE CITY OF GOSHEN TO MAKE NEEDED DRINKING WATER IMPROVEMENTS.

INDIANAPOLIS, June 2016—The City of Goshen closed a low-interest loan, in the amount of $6,599,000, through the Indiana Finance Authority’s Drinking Water State Revolving Fund (DWSRF) Loan Program to finance needed improvements to its drinking water distribution system. By utilizing the SRF Loan Program instead of securing a traditional loan, the City of Goshen will save an estimated $1,426,094 of interest expense over the life of the loan.

Construction of upgrades and improvements to the City of Goshen’s distribution system were financed by the DWSRF. The DWSRF program is administered by the State Indiana Finance Authority with joint funding from the U.S. Environmental Protection Agency and the State of Indiana. The project will replace water main along US 33, Logan Street, Monroe Street and Cottage Ave, and the suspended portion on the Pike Street bridge; as well as install water main near South Link Road to improve pressure and water quality on the south side of the water system. The project should provide public health benefits by providing reliable drinking water supply, improving system pressures and flows, rehabilitating aged components, and increasing the fire protection capabilities for community residents and businesses in the City of Goshen service area.

DWSRF programs operate around the country to provide states and communities the resources necessary to maintain and improve the infrastructure that protects our valuable water resources nationwide. WEEK OF INDEPENDENCE DAY HAS GARBAGE SCHEDULE CHANGE.

The garbage collection schedule for the week of Independence Day, July 4–8, will be modified.

There will be no garbage collection on Monday, Independence Day.

The routes for the entire week will each be delayed by one day. For example, the normal Monday route will be collected on Tuesday, etc. The week’s collection will be concluded on Saturday, July 9. The regular schedule will resume on Monday, July 11.

Also, Independence  Day is observed by Goshen’s City and Utility employees, and all offices will be closed on Monday, July 4. Offices will re-open on Tuesday, July 5.

NO INTERURBAN TROLLEY SEVICE ON JULY 4th, INDEPENDENCE DAY

The Interurban Trolley fixed route service and the Interurban Trolley ADA Access service will not operate in Elkhart or Goshen on Monday, July 4, 2016 due to the Independence Day holiday.

Regular service will resume on Tuesday, July 5, 2016.

ADA Access riders should schedule transportation for Tuesday, July 5th, on Friday, July 1, 2016, by 4:00 PM.

INTERURBAN TROLLEY ROUTE DETOURS DURING ELKHART JAZZ FESTIVAL WEEKEND

The Interurban Trolley will operate on its regular time schedule during the Elkhart Jazz Festival.

The Interurban Trolley is announcing multiple detours of the affected areas in downtown Elkhart that will be in place Friday June 24, 2016, through Sunday June 26, 2016. Below is a route – by – route listing of detours:

Outbound
• Orange – Turn left onto 3rd St, turn left onto Harrison St, turn right onto Main St, turn left onto State St, turn left onto East St, and turn right onto Waterfall Dr. resuming its normal route.
• Blue – Turn right onto 4th St, turn right onto Lexington Ave, and turn left onto Main St resuming its normal route.

Inbound
• Orange – Turn right onto Elkhart Ave, turn left onto Jackson Blvd, turn left onto 3rd St, turn left onto Harrison St, turn left onto 2nd St, and turn left onto Franklin St.
• Blue – Turn right onto Lexington Ave, turn left onto 3rd St, turn left on to Harrison, turn left onto 2nd St, and turn left onto Franklin St.
• Green (NW Loop) – Continue onto 3rd St, turn left onto Harrison St, turn left onto 2nd St, and turn left onto Franklin St.
• Yellow – Turn right onto 3rd St, turn left onto Harrison St, turn left onto 2nd St, and turn left onto Franklin St.

NORFOLK SOUTHERN TRACK REPLACEMENT BEGINNING 6/20

Norfolk Southern will be starting with a track replacement on the Marion Branch on Monday, June 20. The First Street crossing will be the first railroad crossing to be closed, and Norfolk Southern will work southeasterly towards US 33/Madison Street. At various times during the week of June 20, the First Street, Main Street and Cottage Avenue crossings will be closed to vehicular traffic. Then during the week of June 27, the Washington Street pedestrian/bicycle crossing and Jefferson Street crossing will be closed. Norfolk Southern will work to get these crossings opened to traffic as quickly as possible.

This track replacement project is important for the safety of train travel through our community. It is completely understandable that no one wants to experience the major disruption to traffic that the railroad crossing closures create, but we do want to have a safe railway through our community. Track replacement projects for railroad companies are similar to a City street reconstruction. Both types of projects are very disruptive to the traffic flow through our community. We are asking for your patience and understanding during this time.

SOUTH LINK ROAD PROJECT UPDATE

On Monday, June 6, through Wednesday, June 8, Phend & Brown will be installing temporary pavement along the east side of SR 15. All traffic will be shifted to the east to travel on the temporary pavement for the next few weeks so that construction can take place on the west side of SR 15. The southbound lane and shoulder will be removed on Friday so that the construction of the storm sewer can begin on Monday, June 13.
