Sidewalks
The City offers an annual Sidewalk & Curb Reconstruction 50/50 Program to help residents share the cost of replacing public sidewalks and curbs located adjacent to and parallel with City streets. Each year—typically in the spring—the project is advertised for bid and awarded to the lowest responsive and responsible bidder.
Residents who wish to participate may apply to have some or all of their qualifying public sidewalk and/or curb reconstructed. The City evaluates sidewalks every five years and assigns a condition rating on a scale of 1 to 10, with 1 indicating the poorest condition and 10 indicating excellent condition.
Please note that this cost-sharing program applies only to sidewalks and curbs that run parallel to City streets and are rated 6 or lower. The City does not participate in the cost of reconstructing sidewalks rated 7 or higher. Funding for replacement of sidewalks rated 6 or below varies each year and is awarded on a first-come, first-served basis.
The Sidewalk Replacement Project for 2026 has been advertised for bid and awarded to DC Construction. At this time, application details for the Sidewalk & Curb Reconstruction 50/50 Program are not yet available.

The Sidewalk & Curb Program instructions and 50/50 Program application will be posted after the project pre-construction meeting is completed.
Can I apply now?
Applications are not being accepted at this time. Residents interested in participating may call 574-534-2201, and ask for Missy, to be added to the interest list.
Will everyone on the list be approved?
Placement on the interest list does not guarantee approval or funding. Participation is subject to sidewalk condition ratings, eligibility requirements, and available funding.
