City Budget

The City of Goshen develops its annual city budget each fall through a transparent process that engages elected officials and the public.

Department leaders present needs and priorities to the mayor and clerk-treasurer, who prepare a balanced budget for City Council review.

The budget covers the fiscal year from Jan. 1 through Dec. 31.

Types of Funds

  • General Fund: pays for core City services and operations, supported mainly by taxes and fees.
  • Special Revenue Funds: account for specific revenue sources restricted to purposes, such as grants and local public safety aid.
  • Debt Service Funds: cover interest and principal payments on City debt.
  • Capital Projects Funds: support acquisition or construction of major infrastructure or facilities.
  • Enterprise Funds: operate like businesses, funded by user fees (e.g., utilities).
  • Internal Service / Fiduciary / Permanent / Other Funds: cover internal cost services, trust/pension obligations, endowments, and non-standard functions.

2026 City Budget Hearings

The Council holds public hearings before adopting the budget, which sets funding for services, staffing, and community investments. The public may speak to the budget during privilege of the floor (3-minute max)

  • Sept. 12, 2025 at 2:30 p.m. (work session)
  • Sept. 22, 2025 at 6 p.m.
  • Oct. 6, 2025 at 6 p.m.

All hearings take place in Council Chambers of the Police & Courts building, 111 E. Jefferson St.
