The City of Goshen is seeking a Civil City Engineer to lead our dynamic Engineering Department. Reporting to the Director of Public Works and Utilities, this high-impact role blends leadership, technical expertise, and community collaboration to oversee Goshen’s civil infrastructure projects. 

As Civil City Engineer, you’ll guide department operations, collaborate with residents and public agencies, and provide technical guidance to city boards and commissions such as the Goshen Plan Commission and Traffic Commission. You will also take an active role in project design, construction oversight, and the development of engineering standards that enhance Goshen’s infrastructure and livability.

Compensation and Benefits

Civil engineering is the core of the Engineering Department’s work.
  • Annual Salary Range: $81,576 – $122,364 (Grade 23) 
  • Work Schedule: Monday–Friday, 7 a.m. – 4 p.m. (additional hours as needed)

What does the Department do? 

The Goshen Engineering Department is the city’s hub for civil infrastructure planning, design, and development. Its mission is to create and maintain safe, resilient, and sustainable infrastructure systems that support everyday life for Goshen residents and businesses. 

Civil engineering is the core of the department’s work, driving the planning and execution of infrastructure projects such as roads, bridges, stormwater systems, and municipal utilities. The department provides expert guidance on right-of-way management, asset longevity, environmental compliance, and public safety across a variety of interconnected systems.

Engineering Division 

Led by the Civil City Engineer, the division is responsible for: 

  • Designing, budgeting, and overseeing public infrastructure projects from streets and sidewalks to utility corridors and stormwater facilities 
  • Managing citywide asset databases and capital improvement schedules 
  • Ensuring compliance with local, state, and federal engineering standards and permitting requirements 
  • Collaborating with design consultants and construction contractors to ensure successful project delivery 
  • Supporting review and coordination for private developments that impact public infrastructure 

Coordinating Divisions 

The Engineering Department works closely with other divisions to ensure seamless service delivery: 

  • Street Department – Maintains roadways through street sweeping, pothole repair, and snow and ice removal 
  • Water and Sewer Department – Maintains 200+ miles of public water main and over 140 miles of sewer line; currently planning a new wellfield due to anticipated long-term water needs 
  • Wastewater Department – Manages treatment facilities with a 5 MGD daily average capacity and a 12.5 MGD peak capacity; implements a long-range Asset Management Plan

Key Responsibilities 

  • Lead the planning, design, and construction of civil infrastructure, including roads, rights-of-way, stormwater systems, and utility coordination 
  • Supervise engineering staff and oversee project management, budgeting, and scheduling 
  • Develop and enforce engineering standards, policies, and procedures 
  • Advise and serve on city commissions and coordinate with public agencies and external contractors 
  • Monitor compliance with local, state, and federal codes, permits, and funding requirements 
  • Support long-term capital improvement planning and municipal asset management 

Qualifications and Traits

The ideal candidate brings a balance of technical proficiency, team leadership, and public-sector awareness. 

Required Experience and Education 

  • Bachelor’s degree in civil engineering 
  • Minimum of five years of relevant experience in civil infrastructure 
  • Professional Engineer (PE) license in Indiana (or ability to obtain within 12 months) 
  • Familiarity with federal-aid project funding and permitting is desirable but not required

  • Strong communication and interpersonal skills 
  • Proven success in project management and team leadership 
  • Deep understanding of civil engineering principles and public infrastructure systems 
  • Ability to navigate regulatory frameworks and provide sound technical advice 
  • Comfort with public presentations and interdepartmental collaboration
