
City Court
Goshen City Court provides residents with local access to justice. The court handles misdemeanors, traffic infractions and ordinance violations. By resolving cases close to home, the court supports fairness and accountability in the community.

The court’s mission goes beyond rulings. Staff members guide defendants, families and attorneys through the legal process. They work to ensure clarity, fairness and efficiency while upholding the rule of law.
City Court also provides practical services. From processing fines to overseeing probation, the court helps residents meet their legal responsibilities. These efforts strengthen public safety and encourage responsible choices.
Judge Richard L. Mehl
Judge Richard L. Mehl was first elected in November 2019. His first term began Jan. 1, 2020. He was reelected in November 2023, and his second four-year term began Jan. 1, 2024. Mehl graduated from Goshen High School in 1970, Ball State University in 1975 and Indiana University School of Law–Indianapolis in 1979. He was admitted to the Indiana Bar on May 31, 1979. He is a fourth-generation attorney, and his family now counts six generations of attorneys dating back to his great-grandfather Abraham C. Mehl.
The City Judge position is part-time, and Mehl also maintains a private practice with Mehl & Mehl in Goshen. In City Court, he emphasizes fairness, accountability and efficiency while upholding the law.
Ordinance Violations Bureau and Services
The Violations Clerk processes written appearances, waivers, violation admissions and civil penalty payments.
Residents may request guidance on ordinance violations and court procedures at the Clerk’s office.

The City Court Clerk accepts cash, money orders and credit or debit cards.
Credit/Debit Card
Goshen City Court accepts credit or debit payments online at mycase.in.gov. Search by name or case number. Select “Make a Payment” to process. Payments apply automatically to the case.
Money Orders
Mail money orders to Goshen City Court, 111 E. Jefferson St., Goshen, IN 46528.
Place money orders in the City Court drop box inside the building’s front door.
Bring money orders directly to the City Court Clerk’s office during business hours.
Cash
Bring cash in person to the City Court Clerk’s office during business hours.
Do not leave cash in the drop box.
When is City Court in session?
Goshen City Court is typically in session Monday and Thursday mornings beginning at 8:30 a.m. Traffic Court is held at Goshen City Court on the third Wednesday of each month. Hours vary depending on case loads.
