Goshen Seeking Homeowner Permission for Free Water Service Line Replacement

GOSHEN, Ind. — As part of a major infrastructure improvement effort, the City of Goshen is replacing galvanized water service lines in select neighborhoods (see map above). The work comes at no cost to property owners. To participate in the water service line replacement, homeowners must complete and return a signed Right of Entry form authorizing City crews to access and upgrade the service line from the water main to the shutoff valve inside the home.

Backed by matching funds from the State of Indiana, the program helps modernize Goshen’s aging water infrastructure, strengthen service reliability, and improve water quality for residents.

Why the Right of Entry Form Matters

The City cannot begin any work without signed permission from the property owner. Returning the Right of Entry form ensures the City can complete the full replacement.

Upgrading Local Infrastructure

Many homes installed galvanized water lines decades ago, but these lines often corrode and accumulate internal buildup. Replacing them improves household water pressure, prevents flow restrictions, and strengthens the system’s long-term reliability.

The City of Goshen launched this effort in response to updated federal guidelines requiring utilities to remove older service lines that could contribute to lead exposure. Although the City has not identified any lead service lines, some galvanized lines historically connected to lead fittings, which can accumulate particles. By replacing outdated lines now, Goshen strengthens its infrastructure and further protects the quality of the City’s drinking water.

What to Expect

  • The City of Goshen is reaching out to eligible property owners by mail and phone to obtain signed Right of Entry forms.
  • Goshen Water Utility staff will also visit homes in the designated project area.
  • City of Goshen Lead and Copper Specialist Rodrigo Millan will follow up in person with property owners who have not yet submitted a Right of Entry form.
  • If the homeowner is not present, he will leave a packet that includes:
    • A blank Right of Entry agreement form
    • A program overview
    • A stamped, addressed envelope for returning the form
  • After the City receives a signed agreement, staff will follow up to schedule the replacement and explain next steps.
  • The only in-home work will be performed by a licensed, contracted plumber. The plumber will connect the new line to the home’s interior water meter, typically located in the basement.
