Project Notice – April 2025
Description and Basic Schedule of the Project
Niblock Excavating is the project contractor and has re-mobilized to continue construction. The project will replace the aging water supply along Lincoln Ave, between the Rock Run Creek bridge and Steury Avenue. New water services will be installed into each house along the construction corridor. New sanitary sewer laterals will be installed in the roadway to connect to each home’s current sanitary sewer line. The road will be fully reconstructed with curb-and-gutter and a new stormwater system. The dates below are current timeline:
- April – August: Phase 1 will include Lincoln Ave from Rock Run Creek bridge to just east of Olive Street
- August-November: Phase 2 will include Lincoln Ave from Steury Avenue to east of 950 E Lincoln Ave
- 2026: Work will continue north on Steury Avenue past the curves in Phase 3 and Phase 4
What to Expect During Construction
Road closure for Phase 1 will begin on Monday April Seventh, 2025, (4/7/2025)
Detours
While construction is underway, detours will be established to route traffic around the construction. The contractor will do everything they can to maintain uninterrupted access to businesses and residents along the construction corridor.
During Phase 1, the detour route will follow Main Street, Middlebury Street, and Steury Avenue.
During Phase 1, bicycle and pedestrian traffic on the Pumpkinvine Natural Trail will be detoured on a portion of Lincoln Avenue. It is possible that a 1-2 day closure of the Trail may be necessary.
During Phase 2, the detour route will follow Logan Street, Monroe Street, and Blackport Dr.
Please alert Goshen Engineering or the Resident Project Representative if you have concerns about traffic, parking, or access to addresses in the construction area.
School Bus Route
As construction work intensifies the road will be closed on 4/7/2025 and buses need to detour. Goshen Community Schools will notify those families within the road closure areas, directing them to alternate student pick-up/drop-off locations.
Trash Collection
For all houses on Lincoln Avenue, Olive Street, and Steury Avenue, where the road is closed due to construction, the contractor will collect bins and place them in a separate location for Borden to pick up.
Please place trash bins near the street by 12:00 p.m. the day before trash pickup. The contractor will return the bins to each house after trash is collected.
Trash collection for businesses will be coordinated in advance of the closures in Phase 2.
Brush Collection
Within the road closure area, residents may place any brush for the monthly City collection in the normal location – in the yard at the edge of the street (but not in the street). If Street Department crews cannot access your yard, the construction contractor will move the brush. During construction, please consolidate brush.
What to Expect During Construction
Mail Delivery
As pavement is removed, mail will be delivered to a temporary mailbox bank for houses within the road closure.

Parking and Access to Homes and Businesses
Access will be maintained to all homes and businesses within the road closure areas. However, in order to allow for new pavement and curb, portions of driveways will need to be rebuilt. During these times, residents will not be able to use their driveways and will need to park on the street. The contractor will provide advance notice before driveway access is removed.
Portions of business drives and parking lots will also be replaced as part of the project. Access will be maintained, but there will be times when parking is limited, and customers and employees will need to use alternate parking areas.
