Goshen officer earns state honor for behavioral health work

GOSHEN, Ind. — Special Police Officer James Ballard, behavioral health response coordinator for the City of Goshen, earned the Circle of Corydon Award for his service in behavioral health.

Ballard works with the City’s Mobile Integrated Health (MIH) program, which Mayor Gina Leichty created to strengthen local crisis response. His Educate–Encourage–Enforce model connects people in crisis with shelter, treatment and long-term support. The program improves coordination among law enforcement, health care providers and community organizations.

State Rep. Joanna King (R-Middlebury) presented the award on behalf of Indiana Gov. Mike Braun during the Oct. 6, 2025, Goshen City Council meeting. She praised Ballard for his leadership and long commitment to public service.

“Jim means so much to our community and has helped countless people in our area with unwavering dedication and commitment,” King said. “I congratulate him on this well-deserved award and thank him for the positive impact he’s had on Goshen, Elkhart County and our state.”

Ballard said the recognition honors teamwork within Goshen’s behavioral health programs and the collaboration of his Mobile Integrated Health colleagues.

“Service has always been about people, meeting them where they are, believing in their worth and helping them take the next step toward hope,” Ballard said. “This award reflects the work of many, not one.”

Ballard also co-coordinates the Elkhart County Crisis Intervention Team. He founded the annual Riding to Remember Fallen Police, Firefighter and Veteran Charity Motorcycle Ride. He also serves on the boards of Faith Mission of Michiana and the Center for Community Justice.

Established in 2017, the Circle of Corydon Award honors Hoosiers who demonstrate exceptional service to Indiana and its people. The award recognizes individuals who make significant contributions to their communities through leadership, innovation and dedication to public service.

It is the only state honor jointly issued and signed by members of both the executive and legislative branches, reflecting a shared commitment to recognizing those who strengthen Indiana through their actions and example.

Role in Goshen’s Mobile Integrated Health Program

Mayor Gina Leichty launched the Mobile Integrated Health (MIH) program to improve local response to behavioral and medical emergencies. The MIH team brings trained professionals together to deliver on-site care and follow-up support for residents in need. goshenindiana.org/living/goshen-mih

Ballard serves as behavioral health officer and works with MIH Coordinator Andrew Priem and EMS Chief Shane McKerchie. Together, they lead Goshen’s efforts to de-escalate crises, prevent arrests or hospitalizations, and connect residents with treatment, housing, and recovery.
