The Goshen Common Council will hold a public hearing on proposed changes to the Goshen Sewer Utility schedule of rates and charges.
The Council introduced Ordinance 5247, Goshen Sewer Utility Schedule of Rates and Charges, for consideration on Dec. 15, 2025. The ordinance proposes the following rates and charges for sewer utility services.
Monthly sewer usage charge for metered customers, based on metered sewage volume:
$8.19 per 100 cubic feet.
Monthly sewer service charge for metered customers, based on meter size:
- 5/8-inch meter: $12.84
- 3/4-inch meter: $16.26
- 1-inch meter: $25.64
- 1 1/2-inch meter: $53.92
- 2-inch meter: $89.85
- 3-inch meter: $201.06
- 4-inch meter: $346.57
- 6-inch meter: $782.94
- 8-inch meter: $1,391.32.
For compound meters, only the larger meter will be assessed the monthly sewer service charge.
Monthly sewer usage and service charge for unmetered residential customers:
- City water available: $115.81
- City water not available: $83.03.
Treatment surcharges, assessed when concentrations exceed stated limits:
- Biochemical Oxygen Demand (BOD): $0.15 per pound
- Suspended Solids (SS): $0.15 per pound
- Ammonia Nitrogen (NH3-N): $0.61 per pound
- Phosphate: $0.90 per pound
- Fats, Oils and Grease (FOG): $0.83 per pound.
Building Sewer Line Repair Program charges:
- Building line assessment: $1.10 per month, combined water and sewer charge
- Building sewer claim fee: $350 per claim.
Public Hearing on Monday, Jan. 26
The public hearing will take place during the Goshen Common Council’s regular meeting at 6 p.m. Monday, Jan. 26, 2026, in the City Court Room and Council Chambers at the Goshen Police and Court Building, 111 E. Jefferson St., Goshen. Users of the Goshen Sewer Utility, property owners served or to be served by the utility, and other interested persons may present comments. The hearing may be adjourned from time to time.
Following adoption of Ordinance 5247, users located outside Goshen city limits may be entitled to petition the Indiana Utility Regulatory Commission for review of the rates and charges, subject to applicable Indiana Code provisions.
