The City of Goshen gives notice of the adoption of Ordinance 5240, Revisions to Ordinance 5211 on Solid Waste and Public Nuisance. The Goshen Common Council passed the ordinance on Nov. 17, 2025. Mayor Gina M. Leichty approved and adopted it.
Ordinance 5240 restates and amends Ordinance 5211 and Goshen City Code Title 6, Article 10. It revises Chapter 1, Solid Waste Storage, Collection, and Disposal, and adds Chapter 2, Public Nuisance. The ordinance provides a non-exclusive list of conditions and activities that constitute a public nuisance within the City of Goshen.
The ordinance establishes an administrative process that permits the issuance of written orders to abate or remove public nuisances. It includes requirements for notice and hearing. It authorizes the City to abate nuisances and recover the cost of abatement and administrative expenses. The City may also seek relief in court and use enforcement mechanisms available under Indiana law.
The ordinance authorizes the assessment and collection of civil penalties for violations of Chapter 2. It also allows the City to pursue civil actions to impose penalties and enforce agreed orders.
