
The City of Goshen has designated a Municipal Riverfront District Development Project Area in accordance with Indiana Code § 7.1-3-20-16. This designation allows for the issuance of additional alcoholic beverage permits to restaurants located within this area. The purpose is to support economic development and enhance the vitality of Goshen’s downtown and riverfront corridor.
What Is a Riverfront District?
A Riverfront District is a specially designated area where additional liquor licenses can be granted, beyond the normal quota set by the state. These permits are limited to restaurants and are meant to encourage dining and commercial activity near the riverfront.
Goshen’s Riverfront District encompasses sections of downtown and areas adjacent to the Elkhart River and Mill Race Canal, including portions of:
- Main Street
- Lincoln Avenue
- Madison Street
- Division Street
- Chicago Avenue
- Pike Street
- River Race Drive
Eligibility Criteria
To qualify for a Riverfront District alcohol permit:
- The establishment must operate as a restaurant, not a bar or tavern.
- The restaurant must be located within the Riverfront Development Project Area (see map).
- The permit is subject to Indiana Alcohol & Tobacco Commission (ATC) review and approval.
- The applicant must first obtain approval from the City of Goshen before applying to the ATC.
City of Goshen Approval Process
If your restaurant is located within the designated boundary and you would like to apply for a Riverfront District permit, follow these steps:
- Review the Boundaries
Confirm your location is within the Municipal Riverfront Development Project Area. You may refer to the detailed boundary description or the map provided in Resolution 2014-05.
- Submit a Request for Local Approval
Submit an electronic application to the Mayor’s Office with the following:
- Your business name and address
- Proof of business registration
- A brief description of your restaurant concept
- A site plan or floor layout (if available)
- City Review and Endorsement
City officials will review the application to ensure it aligns with the district’s development goals. If approved, the City will issue a letter of support to accompany your state application.
- Apply to the State ATC
With your City endorsement in hand, you may submit your application to the Indiana Alcohol and Tobacco Commission.
