Event Application

This application is required for individuals, organizations, or businesses wishing to host outdoor events on public property within the City of Goshen. It helps ensure that events are safe, well-coordinated, and in compliance with all applicable laws and city policies. Events may include block parties, parades, festivals, concerts, races, vendor fairs, or other public gatherings. Depending on the nature and scope of your event, additional permits, insurance, or approvals may be required.

Please carefully read the City’s event guidelines before completing this application. Any event with more than 250 people should be submitted at least 60 days prior to the event.

SOUND LEVEL EXEMPTION REQUEST

Some events may exceed the standard noise limits listed in the table below. If your event includes amplified sound, live music, fireworks, or other high-volume activities, you may request a sound level exemption under Section 4 of the City’s noise policy. Exemptions are granted at the discretion of the Board of Public Works and Safety, the Board of Parks and Recreation, or another applicable governing body. Approved exemptions may include specific conditions, such as time limits, maximum decibel levels, or directional sound requirements.

PORTABLE TOILETS

This section is required for events with over 100 people or events lasting more than 2 hours without access to permanent restrooms. Toilet locations must be clearly marked on your site map. At least 5% of all portable toilets must be ADA-compliant for public gatherings.

EMERGENCY MEDICAL SUPPORT

May be required for events with over 250 attendees, alcohol, races, or other elevated risks. The City of Goshen reserves the right to require on-site Emergency Medical Services (EMS) based on the size, nature, duration, or risk level of the event. This may include—but is not limited to—events involving large crowds, alcohol service, strenuous physical activity (such as races), or any other conditions that could pose a health or safety risk to attendees or the public. Event organizers are responsible for ensuring appropriate EMS coverage. Failure to provide adequate medical support, as determined by the City, may result in permit denial or revocation.

SAFETY AND SECURITY

This section is required when traffic control, event security, or law enforcement presence is needed. The City of Goshen reserves the right to require licensed security personnel or sworn law enforcement officers based on the size, nature, or risk level of the event. This may include events with alcohol service, street closures, large crowds, or other public safety concerns. Event organizers are responsible for ensuring the safety and conduct of all attendees, staff, and volunteers. Failure to provide adequate security coverage, as determined by the City, may result in permit denial or revocation.

INSURANCE

A Certificate of Insurance is required for events involving public street closures, alcohol service, vendors, or expected attendance of more than 250 people. The City of Goshen may also require insurance for smaller events if there is elevated risk due to the nature of the activities, the event layout, or location. At a minimum, event organizers must provide proof of commercial general liability coverage in the amount of $1,000,000 per occurrence and $2,000,000 aggregate. If alcohol will be served or sold, liquor liability insurance is also required. The certificate must name the City of Goshen, 502 S. 5th Street, Goshen, IN 46528, as an additional insured, and include the event name and date(s) in the description section. All insurance documentation must be submitted at least 14 days prior to the event.
