GOSHEN, Ind. — Crews begin a major East Lincoln Avenue reconstruction project on Monday, April 7, closing the road through the summer and rerouting traffic around the busy corridor.
The multi-phase project will install storm sewers, upgrade utilities, and fully reconstruct East Lincoln Avenue and Steury Avenue through 2026. The City postponed the original 2024 start to allow more time to coordinate with utility providers and refine design plans.
Construction will start with a full closure of a key stretch of East Lincoln Avenue and city officials expect the improvements to reduce flooding, improve safety, and extend the life of underground infrastructure.
Phase 1: East Lincoln Avenue closure and detour
East Lincoln Avenue will close from the Rock Run Creek bridge to just east of Olive Street starting Monday, April 7. That section will remain closed until August while crews complete utility and surface improvements.
During this time, traffic will be detoured via Main Street, Middlebury Street and Steury Avenue. Signs will direct drivers through the alternate route.
Phase 2: East of Steury Avenue
From August through November, crews shift work eastward and close East Lincoln Avenue from Steury Avenue to just beyond 950 E. Lincoln Ave. The City will share updated detour information closer to the start of this phase.
Steury Avenue work to follow in 2026
In 2026, the project continues along Steury Avenue. Crews will upgrade drainage, replace utilities, and realign the S-curves near the Pumpkinvine Nature Trail.
School bus route changes
Starting April 7, school buses will detour around the closure area. Goshen Community Schools will notify families who live in the affected zone and provide alternate student pick-up and drop-off locations.
Trash collection instructions
For Homes along Lincoln Avenue, Olive Street and Steury Avenue within the closure area, the contractor will move trash bins to a separate location for collection by Borden. Residents must place bins near the street by noon the day before pickup. The contractor will return bins to each house after collection.
Trash collection for businesses affected during Phase 2 will be coordinated in advance with the City and contractor.
Brush collection continues
Residents within the closure zone can place brush for monthly City collection in the usual yard-side location at the street’s edge (not in the street). If Street Department crews are unable to access the property, the contractor will assist with moving brush. The city asks residents to consolidate brush piles during construction.
Mail delivery adjustments
As pavement is removed, mail delivery will shift to a temporary mailbox bank for houses within the road closure zone. Affected residents will receive location details from the postal service.

Resident and business access maintained
Niblock Excavating, the contractor, will work to maintain access for residents and businesses throughout the project. Temporary disruptions may occur, but the contractor will minimize impacts.
Residents with concerns about access, deliveries or parking are encouraged to contact Goshen Engineering or the project’s resident representative.
Pumpkinvine Trail to be detoured
During Phase 1, a segment of the Pumpkinvine Nature Trail will be temporarily rerouted onto East Lincoln Avenue. A one- to two-day trail closure may be needed during utility work.
